브레이크뉴스 정명훈 기자= 이재명 더불어민주당 대선후보는 28일 자신이 발표한 대선 공약들을 이행하기 위해 약 210조원의 예산이 필요하다고 밝혔다. 조세 지출과 재정 지출을 조정하면 재원 확보는 어렵지 않을 것이라고 했다.
이 후보는 이날 오후 국내 주식시장 활성화 관련 유튜브 생방송을 마친 뒤 기자들과 만난 자리에서 "(당 정책본부에서) 공약 이행을 위해 필요한 재원을 210조원 정도로 추산한 것 같다"라며 "대통령 임기 5년동안 (210조원 마련은) 그렇게 어려울 것 같지는 않다"고 말했다.
그는 재원 마련 방안에 대해 "일단 조세지출 조정이 필요할 것 같다. 세금감면제도가 너무 방만하게 운영된다. 일몰제도도 거의 일몰하지 않고 유지하는 경향이 있다"라며 "감면제도, 즉 조세지출을 조정하면 상당 정도의 재원을 확보할 수 있을 것 같다"고 설명했다.
이어 "재정지출도 조정해야 한다. 조정할 여력이 있느냐는 반론도 있는데 우리가 고정경비라고 생각하는 것도 자세히 들여다보면 상당히 여지가 있다"라며 "급하지 않은 것, 효율성이 떨어지는 것, 새로운 정책에 비해 효과가 크지 않은 것 등을 조정할 생각"이라고 전했다.
이 후보는 특히 "탈세라고 하는 영역, 세금 체납을 정리하면 (재원 확보) 여력이 생길 수 있을 것 같다"면서 "몇 년 지나면 가용예산이 많이 늘 것 같다"고 주장했다.
이 후보는 아울러 향후 내각을 구성과 관련해 "각료(장관), (대통령실) 수석 중 여성을 30% 이상 확보하는 것을 목표로 최선을 다하려고 한다"고 밝혔고, 'HMM 본사 부산 이전' 공약에 대해선 "(HMM의) 정부 지분이 70%가 넘기 때문에 정책 결정을 하면 된다. 직원들 잘 설득하고 지원해서 옮기면 좋을 것 같다"고 답했다.
여성가족부를 '성평등가족부'로 개편하는 공약과 관련해서는 "우리 사회 전체적으로, 세대를 통틀어서 총량으로 보면 분명히 지금도 여전히 여성이 차별받고 있는 게 분명하다"면서도 "하지만 특정한 영역에서는 오히려 남성을 보호할 필요가 있는 영역들도 있다. 여성이라고 무조건 인센티브를 주는 것보다 어떤 성이든지 성을 이유로 차별받지 않게 할 필요가 있다"고 설명했다.
