모든 경주마가 경주에 출전할 수 있는 것은 아니다. 신마나 장기 휴양마의 경우 주로에서 달릴 최소한의 자격이 갖춰졌는지 검증이 필요한데, 이를 위한 제도가 바로 주행심사 제도다.
주행심사를 통해 출발대에 진입해 경주시작과 동시에 출발할 수 있는지, 충분한 속도로 경주로를 주파할 수 있는지 등을 종합적으로 확인한 후에야 경주 출전 자격이 부여된다.
주행관련 심사의 경우 1000m를 1분 6초 내에 주파하면 된다는 명료한 기준이 있지만 출발 관련 심사는 보다 복잡하다. 출발 악벽(惡癖)이 심한 말은 ‘출발제외’되거나, 출발 직후 기수 낙마 사고로 이어질 위험이 크고, 해당 말에게 베팅한 고객에게 직접적인 피해를 줄 수 있기 때문이다.
