(브레이크뉴스인천 박상도 기자) 인천 서구의회가 지난 9일부터 오는 23일까지 총 15일간의 일정으로 제274회 인천광역시 서구의회 제1차 정례회를 개회했다고 밝혔다.
서구의회에 따르면, 회기 첫날인 9일 제1차 본회의에서는 2024회계연도 결산 승인을 위한 제안설명, 2025년도 일반 및 기타특별회계 제2회 추가경정 세입·세출 예산안 제안설명, 예산결산특별위원회 구성 결의안 등을 상정하며 정례회 일정을 본격 시작했다.
본회의에 앞서 진행된 5분 자유발언에서는 의원들의 지역 현안과 정책 제안이 이어졌다.
김미연 의원은 저연차 공무원을 위한 대체처분제도 도입을 제안했다.
저연차 공무원이 업무에 대한 적응력을 키울 수 있도록 신분상의 불이익을 주는 징계 대신 전문 교육이나 사회봉사활동의 기회를 부여해 공직 적응력을 높이고, 행정의 형평성과 유연성을 제고할 수 있는 조직 문화 개선이 필요하다고 강조했다.
심우창 의원은 검단구 자립 행정 실현을 위한 공정한 재산 분배의 필요성을 언급했다.
검단과 기존 서구 간의 균형 있는 발전을 이룰 수 있도록 관련 예산과 자산에 대한 분리 계획을 조속히 수립하고 투명하게 공유될 수 있도록 관련 부서의 협조를 요구했다.
이한종 의원은 수도권 생활폐기물 직매립 금지 제도에 대비한 실효성 있는 대응책 마련을 촉구했다.
수도권 매립지의 포화 문제를 해결하고 지속 가능한 자원순환체계를 구축하기 위해 전환점이 필요한 시점이라며 주민과 소통을 통한 실질적인 해결방안 마련을 요구했다.
마지막으로 박용갑 의원은 서구 공무원 1인당 담당 주민수가 전국 최고 수준으로 공무원 개인에게 부담된 업무가 과중하다며 공무원 복지향상과 실질적인 업무 경감 방안을 제도적으로 마련할 필요가 있다고 강조했다.
오는 11일부터 20일까지는 상임위원회와 예산결산특별위원회 활동으로 2025년도 일반 및 기타특별회계 제2회 추가경정 세입·세출 예산안 심사와 2024회계연도 세입․세출 결산승인안 심사, 조례안 등에 대해 심사가 진행될 예정이다.
정례회 마지막 날인 23일 제2차 본회의에서는 상임위원회에서 예비심사한 안건 등을 최종 의결하는 것으로 15일간의 제1차 정례회 일정을 마무리하게 된다.
