논산시의회, 의원연구단체 출범 "정책 연구 본격화"

충남 논산시의회(의장 조용훈)가 지역 맞춤형 정책 발굴을 위한 의원들의 연구 활동을 본격화한다. 시의회는 지난 11일 의회 1층 회의실에서 ‘논산시의회 의원연구단체 심의위원회’를 열고 총 3개의 의원연구단체 등록 및 연구계획안을 심의·의결했다.

이번 위원회는 '논산시의회 의원연구단체 구성 및 운영에 관한 조례'에 근거해 운영되며, 의원들이 자율적으로 구성한 연구단체의 정책연구 활동을 체계적으로 지원하고자 마련됐다.

심의에 통과한 연구단체는 ‘논산시 액티브 시니어 정책 연구모임’(김종욱 대표, 조용훈, 민병춘), ‘논산시 문화·산업자원 연계방안 기초연구모임’(서원 대표, 김남충, 조배식, 서승필, 윤금숙), ‘논산시 빈집 정비 및 활용방안 연구모임’(이상구 대표, 홍태의, 장진호, 이태모, 허명숙)으로, 총 3개 단체이다.

이날 회의에서는 각 단체의 대표의원이 연구 목표와 활동계획을 직접 발표했으며, 위원들과의 질의응답을 통해 사업의 타당성과 실행 가능성을 점검받았다. 위원회는 세 단체 모두에 대해 승인 결정을 내렸고, 이에 따라 이들은 오는 12월 중순까지 본격적인 연구활동에 돌입한다.

연구 방식은 정책 용역, 전문가 자문, 선진사례 탐방 등 다양한 형태로 진행될 예정이며, 연구 결과를 바탕으로 조례 제정이나 정책 제안을 통해 시정에 실질적인 기여를 도모할 계획이다.

박영자 심의위원장은 "각 연구단체가 활발한 연구활동을 통해 논산시의 다양한 정책 방향을 모색하는 뜻깊은 시간이 되길 바란다"며, "앞으로 용역 수행 과정에서 실효성 있는 연구가 될 수 있도록 각고의 노력을 기울여  달라"고 당부했다.

조용훈 의장도 이날 회의에서 “의원연구단체의 활발한 연구 활동은 지역사회 발전과  주민 복지 향상을 위한 중요한 기반이 된다”며, “앞으로도 의원연구단체의 활동을 적극적으로 지원하여 정책 연구 역량을 지속적으로 강화해 나갈  방침이다”라고 말했다.

논산시의회는 이번 연구단체들의 활동이 지역 현안 해결을 위한 구체적인 정책 생산으로 이어지기를 기대하고 있으며, 결과물은 향후 관련 부서와 협력하여 조례화 또는 정책에 반영될 예정이다.
