(브레이크뉴스인천 박상도 기자) 인천연구원 산하 인천공공투자관리센터가 17일, 지난해 주요 성과를 집약한 ‘2024 인천공공투자관리센터 연차보고서’를 발간했다고 밝혔다.
센터에 따르면, 인천시는 지방재정의 건전성과 효율성을 높이기 위해 2019년 ‘인천광역시 공공투자사업 관리에 관한 조례’를 제정하고, 이듬해인 2020년 인천연구원 내에 센터를 설립했다.
올해 설립 5주년을 맞은 센터는 재정 및 민간투자사업 검토, 타당성 조사, 정책연구, 교육 및 컨설팅 등의 업무를 수행하고 있다.
센터는 2024년 한 해 동안 총 52건의 재정투자심사 대상 사업을 검토하였으며, 이를 통해 연간 1,174억 원의 예산 절감 효과를 거뒀다.
또한 69건의 재정사업에 대해 심사 의뢰 전 사전검토를 실시해 사업계획 보완 및 사업비 산정 등에 대한 컨설팅을 제공했다.
특히, 시민 생활과 밀접한 현안 사업에 대해서도 심층 타당성 조사 연구를 통해 정책결정의 합리성을 지원하고 있다.
2024년에는 공영주차장 조성, 광역철도 추가 역사 설치 등 현안 사업에 대한 타당성 조사 연구를 수행했다.
센터는 민간투자사업 분야로도 지원 영역을 확장해 가고 있다.
인천시는 2023년 제정된 ‘인천광역시 민간투자사업에 관한 조례’에 따라 시 재정부담을 유발하는 민간투자사업에 대한 사전검토 절차를 의무화하고 있다.
이에 센터는 2024년에 ‘제4경인 고속화도로 민간투자사업’의 사전검토 업무를 수행했으며, 2024년 10월에는 기획재정부로부터 민간투자사업 검토 전문기관으로 지정되어 법적 근거를 확보했다.
이외에도 공공투자 지침 및 가이드라인 연구, 공무원 대상 정기 교육과 컨설팅, 대형 용역사업 용역비 적정성 사전검토, 군·구 투자심사 사업 검토 등 공공투자 전반에 걸쳐 지원 영역을 확장해 가고 있다.
윤하연 인천공공투자관리센터장은 “지방분권화 추진으로 예산에 대한 지방자치단체의 권한과 책임이 갈수록 커지는 만큼, 센터의 역할이 더욱 중요해지고 있다”며 “앞으로도 한정된 지방재정이 효율적으로 집행되는 환경을 조성하고자 노력하겠다”고 밝혔다.
