충청남도교육청(교육감 김지철)은 학교폭력 없는 안전한 교육환경 조성을 위해 ‘2025 학교폭력 대응 전담팀(TF)’을 구성하고 본격적인 운영에 들어갔다고 23일 밝혔다.
이번 TF 운영은 갈수록 복잡·지능화되는 학교폭력 양상에 대응하고, 사안 발생 시 신속하고 정밀한 처리와 함께 피해·가해학생 모두에게 실질적인 지원을 제공하기 위한 목적으로 마련됐다.
특히, TF의 활동 결과는 충남교육청이 수립 중인 ‘2025~2029 학교폭력 예방 및 대응 종합계획’에 중점 반영될 예정이다.
TF는 '예방교육기획팀', '사안처리지원팀', '심리·치유지원팀'의 3개 실무 조직으로 구성되며, 각 분과는 기능별 전문성과 연계성을 바탕으로 통합적인 대응 체계를 구축하게 된다.
예방교육기획팀은 도내 학교들의 예방교육 운영 실태를 면밀히 분석하고, 학생 발달단계에 맞춘 중장기 예방 로드맵을 설계한다. 사안처리지원팀은 학교폭력 사안 발생 시, 학교-교육지원청-도교육청 간 유기적인 협업 체계를 정비하고, 현행 대응 매뉴얼의 실효성을 점검·보완할 계획이다.
또한, 심리·치유지원팀은 피해학생에 대한 심리적 회복을 지원하고 위(Wee)센터 및 외부 전문기관과의 연계를 확대함으로써 보다 촘촘한 치유 시스템을 마련한다. 가해학생 및 보호자 대상의 특별교육 프로그램 개선도 주요 과제로 추진된다.
충남교육청은 TF 운영과 함께, 학교폭력 대응을 위한 디지털 기반도 강화한다. 대표적으로 ‘충남학생지킴이 앱’은 위급 상황 발생 시 학생의 위치정보를 보호자에게 자동 전송하고, 117 또는 112 신고 기능을 원터치로 제공하도록 설계되었으며, 오는 7월 공식 배포를 목표로 최종 조율 중이다.
이와 함께 교육청은 6월 16일부터 7월 15일까지 ‘학교폭력 미신고 사안 집중 신고기간’을 운영하고 있다. 그간 드러나지 않았던 은폐 사안들을 적극 발굴하고, 예방 중심의 교육활동을 강화해 학교폭력 사각지대를 줄이기 위한 조치다.
나아 오는 7월 28일까지 총 4차례 열리는 ‘생각나눔자리’에서는 교육청, 일선 학교, 지역 유관기관이 함께 모여 정책 방향을 공유하고, 실질적인 실행 과제를 논의할 예정이다.
김지철 충남교육감은 “이번 학교폭력 대응 TF 운영과 지역사회와의 긴밀한 협력을 통해 학교폭력 예방과 대응에 대한 중장기적이고 실제적인 계획을 수립하고, 학교 현장의 의견을 반영한 정책을 마련하여 학교폭력 없는 안전한 배움터를 만들어나갈 것”이라고 강조했다.
