대전 중구의회, 조례 개정 통해 제도운영 내실화 박차

대전 중구의회가 제267회 정례회를 통해 실효성 있는 제도 개선에 박차를 가했다. 이정수 의원과 류수열 의원은 각각 지역 현안과 관련한 조례 개정안을 발의하며 주민 삶의 질 제고와 지방자치의 내실화에 기여하고 있다.

이정수 의원은 이번 정례회에서 두 건의 조례 개정안을 제출했다. 첫 번째는 '대전광역시 중구의회 의원연구단체 구성 및 운영에 관한 조례 일부개정조례안'으로, 심의위원회 위원의 해촉 사유와 수당 지급 요건을 명확히 하고, 위원 임기에 관한 세부 규정을 보완하는 내용이다. 그는 “심의기구가 안정적으로 운영되기 위해서는 위원 자격과 역할에 대한 기준이 분명히 정립되어야 한다”고 발의 배경을 설명했다.

또 다른 개정안인 '대전광역시 중구 관급공사 체불임금 방지 등에 관한 조례 일부개정조례안'은 체불임금 문제의 실질적 대응을 목표로 하고 있다. 특히 체불임금 신고센터의 설치·운영을 의무화하는 조항이 신설되어, 제도적 대응 능력이 강화됐다는 평가다.

한편, 류수열 의원은 '대전광역시 중구 고향사랑 기부금 모금 및 운영에 관한 조례 일부개정조례안'을 통해 고향사랑기부제의 실질적 활성화 방안을 담았다. 개정안에는 상위 법령 개정 사항을 반영한 인용 조문 정비뿐 아니라, 기부제 활성화를 위한 각종 프로그램 추진 근거가 포함됐다.

구체적으로는 고향사랑기부제의 취지를 알리기 위한 교육 및 홍보 활동, 창의적 아이디어 발굴을 위한 공모전, 타 지역과의 교류사업 등 다양한 정책적 접근이 가능해졌다. 

류 의원은 "고향사랑기부제의 활성화를 위하여 관련 법령 개정사항을 반영하고, 제도의 효과적인 운영을 위한 사업 근거를 마련함으로써 기부문화 확산을 도모하고자 한다”고 밝혔다.

이들 개정안은 모두 지난 12일 소관 상임위원회의 심사를 통과한 후, 13일 열린 본회의에서 별다른 수정 없이 원안 가결됐다.

중구의회는 이번 조례 개정을 통해 단순한 법률 정비를 넘어, 현장의 요구를 제도에 반영하고 실효성을 높이기 위한 입법 활동에 박차를 가하고 있다.
