인천시에 따르면, 현행 ‘지방자치분권 및 지역균형발전에 관한 특별법’에 따르면, 수도권 지역이라 하더라도 접경지역이나 인구감소지역은 지방시대위원회가 정한 기준에 따라 기회발전특구 신청이 가능하나 현재까지 지방시대위원회의 구체적인 가이드라인이 마련되지 않아, 낙후된 접경지역인 강화군과 옹진군은 특구 지정 신청조차 어려운 실정이다.
이에 따라 인천시는 지난 3월 1차 건의에 이어 이번에 2차 대정부 건의문을 통해 정책 개선의 시급성을 더욱 강하게 전달했다.
건의문에는 군사시설보호구역, 수도권정비계획법 등 중첩된 규제로 인한 지역 낙후 심화, 접경지역 주민들이 감내해 온 희생에 대한 정당한 보상 필요성, 인구감소지역임에도 수도권이라는 이유로 역차별을 받고 있는 현실 등을 담아 기회발전특구 지정의 당위성을 상세히 설명했다.
