[브레이크뉴스=강동호 기자] 합천군은 1인 견적 수의계약의 한도 금액을 기존 1,500만원(부가가치세 포함) 미만에서 2,200만원(부가가치세 포함) 이하로 상향 조정해 7월 1일부터 전 관서를 대상으로 시행한다고 밝혔다.
1인 견적 수의계약은 지방계약법상 정해진 금액 한도 내에서 복수의 경쟁입찰 없이 단일 업체로부터 견적을 받아 계약을 체결하는 방식이다.
계약의 간편성과 신속성이라는 장점을 지니고 있지만, 경쟁 배제에 따른 공정성 저해, 편법적 쪼개기 발주, 업체 간 형평성 문제 등의 단점도 함께 존재한다.
합천군은 이러한 문제점을 해소하기 위해 2024년 7월 1일부터 한도 금액을 1,500만원으로 낮춰 일부 관서를 대상으로 시범 운영했으며, 올해 들어 6월 30일까지 전 관서로 확대해 시행해 왔다.
그러나 시범운영 결과, 1,500만원 미만 도급 계약 건수가 오히려 증가해 제도의 실효성을 판단하기 어렵다는 분석이 제기됐고, 지역 건설경기 침체 상황도 고려해 제도 개선이 필요하다는 의견이 이어졌다.
이에 따라 합천군의회 5분 자유발언을 통해 법령상 한도인 2,200만원으로의 회복 필요성이 제기됐으며, 합천군 전문건설협회도 자체 설문조사를 통해 현장의 목소리를 전달했다.
합천군은 최근 3년간의 수의계약 체결 현황과 수익성 분석을 실시하고, 전문건설협회와의 간담회 및 의견 수렴을 병행했으며, 낙찰하한율 2%p 상향 등 정부의 지방계약제도 개선 방향을 종합적으로 반영해 2,200만원으로 상향 시행하기로 결정했다.
합천군 관계자는 “최근 인건비와 자재비 상승 등으로 지역 업체들이 적정 이윤 확보에 어려움을 겪고 있는 현실을 반영해 수의계약 한도를 상향 조정했다”며 “앞으로도 수의계약 체결 시 공정성을 최우선으로 고려하고, 시공능력을 갖춘 업체 선정으로 공사 품질 향상에 만전을 기하겠다”고 밝혔다.
