충청광역연합의회, 제5회 임시회 개회…안건 심의 돌입

충청권 초광역 행정체의 협력 거버넌스를 이끄는 충청광역연합의회(의장 노금식)가 2일 제5회 임시회를 열고 본격적인 안건 심의에 착수했다. 

이번 회기는 오는 11일까지 열흘간 진행되며, 주요업무 추진상황 보고와 추가경정예산안 심의, 결의안·건의안 채택 등이 예정돼 있다.

이날 제1차 본회의에서는 충청광역연합 집행부로부터 2025년도 상반기 주요 사업 추진 경과에 대한 보고가 이뤄졌으며, 이어 2025년도 제2회 충청광역연합 추가경정예산안에 대한 제안 설명이 있었다. 또한 안치영 의원 등 3명의 의원이 5분 자유발언을 통해 지역 현안에 대한 의견을 개진했다.

이번에 제출된 추경 예산안은 기존 예산 대비 일부 증액과 감액이 병행된 조정안으로, 심의 과정에서 예산 편성의 타당성과 시급성 여부를 집중 점검하게 된다. 구체적으로는 '일반공공행정 분야에서 기정예산 33억7,300만원 대비 0.36% 증가한 1,200만원', '산업·중소기업 및 에너지 분야에서는 기정예산 9억7,500만원 대비 8.2% 증가한 8,000만원'이 각각 증액 편성됐다. 반면 '예비비 항목은 기존 2억3,500만원에서 29% 삭감된 6,700만원'이 감액됐다.

의회는 본예산 대비 변경된 항목들의 합리성과 지역사회에 미치는 영향 등을 면밀히 검토할 방침이다. 이와 함께 신영호 의원이 대표 발의한 결의안 1건과, 초광역행정산업위원회 및 초광역건설환경위원회에서 심의·의결된 건의안 2건도 제2차 본회의를 통해 최종 심의될 예정이다.

노금식 의장(충북 음성군2, 국민의힘)은 “이번 임시회는 상반기 주요업무 추진상황에 대해 점검하고, 추가경정예산안의 적정성과 시급성을 따져보는 중요한 자리”라며 “연합의회는 주민의 삶의 질 향상과 지역 발전을 위해 예산이 제대로 반영될 수 있도록 끝까지 책임감 있는 자세로 임하겠다”고 강조했다.

충청광역연합은 충청권 4개 시·도가 참여하는 초광역협력체로, 지역 간 연대와 공동 발전을 위한 통합적 정책 추진을 담당하고 있다.
