교육활동 침해나 아동학대 신고 등 위기 상황에 놓인 교사를 법적으로 보호하기 위해 외부 변호사 30명을 위촉, ‘교권 온(溫)힘 변호인단’을 새롭게 구성했다고 3일 밝혔다.
이번 변호인단은 기존 법률지원단을 전면 확대·개편한 것으로, 도내 22개 시군의 지역적 특성을 고려해 복수의 변호사를 각 지역에 배정했다. 이를 통해 교사들이 사건 발생 초기부터 접근성 높은 법률 조력을 받을 수 있는 체계를 마련했다.
교권 침해 피해 교원은 ‘교육활동보호센터’를 통해 먼저 상담을 받고, 필요 시 변호인단의 전문적 법률 지원을 받을 수 있다. 변호인단은 상담은 물론 수사기관 출석 동행, 의견서 작성 등 실질적인 법률 조력을 제공한다.
경북교육청은 내부 소속 변호사와 외부 위촉 변호사 간 협력 체계를 이중으로 구성해, 보다 촘촘하고 안전한 법적 지원을 보장한다. 모든 상담은 철저히 비밀을 유지하며, 전화 또는 대면 방식으로 진행된다.
교사를 위협하는 악성 민원 대응도 강화됐다. 경북교육청은 각 학교에 ‘민원대응팀’을, 교육지원청에는 ‘통합민원팀’을 운영해 단계별 대응 체계를 갖췄다. 각 학교장은 민원 처리 총괄 책임자로 지정되며, 특이 민원은 관리자 동석 응대 원칙에 따라 대응하고, 복잡한 민원은 교육지원청으로 이관해 처리한다.
또한 교사의 개인정보 보호를 위해 ‘교원안심번호서비스’를 시행 중이며, 녹음 전화기, 통화연결음, 비상벨이 설치된 민원상담실 등 보호 인프라도 갖추고 있다.
교사의 심리 치유 지원도 함께 마련했다. ‘교권보호 바로상담’ 서비스를 통해 장학사나 전문상담사와의 상담이 가능하며, 전화번호와 QR코드로 간편하게 접근할 수 있도록 했다.
임종식 교육감은 “교사의 정당한 교육활동이 침해받는 일은 결코 좌시하지 않겠다”며 “법률 지원부터 심리 회복까지, 선생님이 혼자 불안해하지 않도록 끝까지 함께하겠다”고 말했다.
