최근에 미 국방부는 우크라이나에 대해 방공 미사일과 정밀 무기를 제공하는 것을 중단하는 조치를 내렸다. 미국 피트 헤그세스 국방장관은 이란-이스라엘 전쟁 등 국제적 분쟁으로 인해 과도한 대외 군사 지원으로 무기의 국내 비축 물량이 부족하다면서 우크라이나에 제공하기로 했단 미사일들과 정밀 무기들의 화물 선적을 중단시켰다. 지금 시점에서 트럼프 행정부는 우선 바이든 전 행정부 시절에 약속한 군수 물자의 우크라이나 제공을 일시 중단했다는 사실이고 이는 트럼프가 대선 전부터 언급한 공약 중 하나였기에 우선적으로 지키려 한 것이라 볼 수 있다.
이같은 상황에서 푸틴 대통령이 지난 주 3일에 트럼프와 전화 통화를 했다. 미국의 독립 기념일인 7월 4일을 축하하기 위해 축전을 보낸 것도 있지만 트럼프가 앞으로 어떻게 나올지 궁금하여 그의 본심을 떠보려는 전략적인 행동일 가능성이 높다. 두 정상의 통화는 벌써 5번째로 둘은 아직까지 만남을 서두르지 않은 채, 통화로만 이어가며 대화의 창을 열고 있다.
그러나 이번 통화에 대한 푸틴-트럼프 측이 내놓은 결과 발표는 이전의 4차례 통화했던 내용들과 전혀 달랐다. 유리 우샤코프(Юрий Ушаков) 크레믈린 외교 담당 보좌관이 언급하기를 "두 정상이 거의 1시간 동안 전화로 의견을 나눴으며 늘 서로 통했고, 솔직하고 업무적이면서 구체적이었다(Два лидера говорили по телефону почти час, постоянно общаясь друг с другом, оставаясь откровенными, деловыми и конкретными)."고 했다. 그러면서 "트럼프 대통령은 우크라이나 내 전투의 빠른 중단 문제를 재거론했다. 그러나 푸틴 대통령은 분쟁의 근본 원인을 제거하는 특수군사작전의 목표를 포기하지 않을 것이라 전달했다(Президент Трамп поднял вопрос о скорейшем прекращении боевых действий на Украине, однако президент Путин заявил, что не откажется от цели проведения специальных военных операций по устранению коренных причин конфликта)."고 했다. 사실 푸틴 대통령은 여태까지 이어진 협상에서 밝힌 부분은 매우 일관적이다. 새삼스럽게 달라진 것은 아무 것도 없다는 것이다.
트럼프의 무조건적인 휴전 요구와 우크라이나의 나토 가입 등의 근본 원인을 제거하는 것이 먼저라는 푸틴 대통령의 주장은 애초부터 충돌할 수밖에 없다는 것은 당연했다. 물론, 푸틴 대통령은 러시아가 우크라이나와 계속 협상할 준비가 되어 있다고 강조했지만, 휴전이나 종전에 관련하여 양보할 의사가 전혀 없음을 분명히 밝힌 것이다. 이 같은 대화는 트럼프의 발표에서 더욱 분명하게 나타나고 있다. 트홈프는 자신의 SNS인 트루스 소셜에 "매우 긴 대화였고, 우크라이나 전쟁에 대해 이야기했는데, 기쁘지 않았다. 평화에 아무런 진전도 없었다(It was a very long conversation, and we talked about the war in Ukraine, and I was not happy. There was no progress toward peace)."고 부정적으로 썼다. 그리고 푸틴 대통령과의 대화를 "정말 실망스럽다(Really disappointed)"고 했다. 다만 "그가 멈추지 않을 것 같다는 생각을 하니, 안타깝지만 그것은 바이든의 문제다. 내가 대통령이었다면 이런 일은 처음부터 일어나지 않았을 것"이라 언급하며 러시아에 직접적인 책임을 묻지 않았다.
트럼프가 푸틴 대통령과의 지난 4차례의 대화가 이어진 동안 이처럼 부정적인 의견을 피력한 것은 아마도 처음일 것이다. 따라서 푸틴 대통령과 대화에서 처음으로 서로 간의 주장이 충돌하고, 이에 실망한 트럼프가 앞으로 어떻게 대응할 것인지에 대해 주목할 필요가 있다. 트럼프 의 대응이 러시아에 대해 아주 부정적이지 않다면, 모스크바와 워싱턴은 우크라이나에 대해 일종의 조율되어진 핑퐁 게임을 하고 있을 가능성이 높다고 본다. 미국의 무기 공급 중단도 그와 같은 핑퐁 게임 중 하나일 수 있다는 것이다. 그런데 만약 트럼프의 대응이 매우 부정적인 상태에 나타난다면, 이는 우크라이나와 휴전 협상이 사실상 마지막에 이르렀음을 의미하고 있다. 미국이 그 동안 자제해 왔던 대러 제재가 다시 나올 수도 있는 것이다. 그러나 바이든 시기에 수많은 제재를 했지만 러시아는 제재에 동참하지 않았던 국가들과 교류하고 자국의 제조업 생산에 박차를 가하며 그 위기를 스스로 극복해왔다. 따라서 트럼프의 대러 제재는 사실상 의미가 없다고 보기에 이 카드는 쓰지 않을 것으로 본다.
그 대신 트럼프는 젤렌스키를 지렛대로 활용할 가능성이 높다. 이는 다음 날인 4일, 젤렌스키와의 전화 통화를 함으로 인해 이와 같은 움직임이 감지되었다. 푸틴 대통령과의 통화 내용을 젤렌스키에게 그대로 전달하면서 젤렌스키에게 어느 정도 살 길을 열어줄 것으로 추정하고 있다. 문제는 트럼프의 속 좁은 속 내에 있다. 트럼프는 취임 이전부터 푸틴 대통령과의 친분을 과시하며 전쟁을 중단시킬 수 있을 것이라 생각했을 것이다. 아무래도 개인적인 친분을 이용한다면 푸틴과 협상을 잘 성사시킬 수 있을 것이라 생각했던 것 같다. 그러나 푸틴은 이전에 개인적으로 친분이 있었던 독일 메르켈 전 총리에게 배신을 당한 바 있다. 당시 퇴임한 직후, 메르켈은 독일 공영방송에서 자신이 주도했던 "민스크 협정은 우크라이나가 재무장할 시간을 벌기 위해서였다."고 고백하면서 푸틴 대통령의 뒤통수를 쳤다. 그렇기 때문에 푸틴 대통령도 개인적 친분으로 인한 실수를 두 번 저지르지 않는다. 게다가는 공과 사가 분명한 인물이다. 이를 단순한 개인적 친분으로만 생각하고 접근하려 했다면 트럼프가 실수한 것이다. 이 일로 인해 트럼프의 비위는 크게 상했다.
