한설 예비역 장군(육군 소장)은 7월13일 인터넷 저널인 페이스 북에 “트럼프에 대한 고언, '남북경제안보동맹'과 '인문지리적 억제'가 미국을 되살릴 수 있다” 제목은 칼럼을 게재했다.

한설 예비역 장군은 이 칼럼의 서두에서 “트럼프는 우크라이나 전쟁을 대충 종결짓고 러시아와 손을 잡고 중국을 견제하는 구도를 만들려고 했던 것 같다. 미국이 그런 구도라면 러시아에 그에 해당하는 선물을 주어야 한다. 미국은 자신은 아무런 손실을 보지 않고 상대방을 이용하려고 하는 것이다. 우크라이나에서도 아무것도 잃지 않고 아무런 양보도 하지 않고 그저 러시아의 손목을 비틀어 대(對) 중국 봉쇄전략에 동원하려고 한 것이다. 그런 구상이 실현될 수 있다고 생각했다는 것이 믿을 수 없는 일이다. 그것은 미국이 오만에 사로잡혀 있다는 것을 의미 한다”고 강조하고 “트럼프가 러시아를 대중국 봉쇄에 가담하게 하려면, 최소한 우크라이나의 양보는 물론이고 발틱3국에 대한 영향력도 인정해주어야 하며, 발트해의 진출입도 보장해주어야 한다. 게다가 러시아를 상대로 한 나토의 해체정도까지는 고려해야 가능한 일”이라고 분석했다.
이어 “현재의 상황은 미국에게 지극히 불리하다. 우크라이나 전쟁은 필자가 처음부터 예상한 것처럼 외교적 해결이 아닌 러시아의 군사적 해결로 종결될 조짐이 보인다. 현재의 러시아는 유럽국가와의 전쟁도 불사한다는 입장으로 읽힌다. 북한군 3만명이 우크라이나 전쟁에 투입된다는 보도도 나오고 있다. 전쟁은 이제 '특수군사작전'에서 본격적인 '국제전쟁'으로 넘어가고 있는 것이다. 유럽에서는 폴란드를 제외한 그 어떤 국가도 북한처럼 3만명 이상을 우크라이나 전쟁에 투입할 능력을 가지지 못하고 있다. 미국이 구상하고 있는 '다국적 군'이라는 것은 외교적 수사에 불과할 뿐이고, 실질적인 군사적 능력을 발휘하기 어렵다”고 덧붙였다.

한설 예비역 장군은 “한국도 중국 및 일본과 FTA를 체결해야 하는 상황이다. 한국은 생존을 위해서 중국 내수시장에 도전장을 내야 하는 상황이다. 지금 중국 내수시장의 경쟁은 세계에서 가장 치열하다. 한국이 생존하고 발전하려면 이런 치열한 경쟁에서 이겨야 한다. 이런 경쟁에서 이길 수 있는 기회는 북한과의 관계개선과 협력 확대에서 찾을 수 있다”고 설명하면서 “세계의 그 어떤 나라도 가지기 어려운 기회다. 필자가 '남북경제 안보동맹'과 '인문지리적 억제'에 바탕한 상호협력의 가능성을 타진하는 이유이기도 하다. '인문지리적 억제'란 북한 핵의 위협을 군사적 억제가 아닌 인문지리적 개념에 입각한 경제적 상호이익의 공유에 의한 억제를 의미한다”고 지적했다.
