[브레이크뉴스=배종태 기자] 부산시가 세계디자인기구(World Design Organization, WDO)가 지정하는 ‘2028 세계디자인수도(World Design Capital, WDC)’에 최종 선정되었다. 서울(2010)에 이어 국내에서는 두 번째이며, 전 세계적으로는 헬싱키(2012), 타이베이(2016), 발렌시아(2022) 등에 이어 11번째 선정이다.
박형준 시장은 기자 브리핑에서 "우리 부산이 중국 항저우를 제치고 ‘2028 세계디자인수도(World Design Capital)’로 선정되었다"며 "세계디자인수도(WDC)는 디자인을 통해 도시의 경제·사회·문화·환경적 발전을 이끄는 도시를 2년마다 선정하여 국제무대에서 조명하고 지원하는 프로그램이다. 부산은 지속 가능한 도시 개발, 문화적 풍요로움, 포용적 혁신을 위한 촉매제로 디자인을 활용해 온 오랜 노력을 인정받아 서울(2010), 헬싱키(2012), 발렌시아(2022)에 이어 전 세계 11번째 세계디자인수도로 이름을 올렸다"고 밝혔다.
부산시는 이번 선정에서 ‘모두를 포용하는 도시, 함께 만들어가는 디자인(Inclusive City, Engaged Design)’을 주제로 시민 참여 기반의 도시 디자인 정책을 전면에 내세웠다. 디자인을 단순한 외관 개선 수단이 아닌, 도시 문제 해결과 시민 삶의 질 향상을 위한 실질적 도구로 적극 활용해온 노력이 높은 평가를 받았다.
지난 6월 진행된 WDO 실사단의 부산 방문은 최종 선정 과정의 전환점이 되었다. 실사단은 ▲영도 봉산마을의 빈집 재생 사례 ▲민간이 주도한 산업유산 리모델링 공간 F1963 ▲북항 재개발을 통한 열린 도시 공간 조성 사례 ▲동서대학교의 디자인 중심 교육 체계 등을 직접 살펴보며 부산의 디자인 실천 역량과 미래 가능성에 주목했다.
특히, 부산이 개발한 시민참여형 공공디자인 진단지표는 주거, 환경, 안전, 건강 등 8개 분야에서 시민의 삶을 진단하고, 맞춤형 디자인으로 문제를 해결하는 모델로서 국제적 모범 사례로 평가되었다.
WDO는 “부산은 디자인 문화를 통한 도시 변화의 높은 잠재력을 갖춘 도시이며, 지표 기반의 지역 분석과 개선 방식은 국제사회에서도 벤치마킹 가능한 사례가 될 것”이라고 선정 배경을 밝혔다. 또한, “이번 세계디자인수도 지정을 통해 부산이 국내를 넘어 글로벌 도시로서 의미 있는 영향력을 발휘하길 기대한다”고 전했다.
공식 지정 발표는 오는 9월, 영국 런던에서 개최되는 제34회 세계디자인총회(World Design Congress)에서 이뤄질 예정이다. 부산시는 이에 앞서 (재)부산디자인진흥원과 협력하여 추진 체계를 마련하고, ‘WDC 부산 2028’을 위한 본격적인 프로그램 기획 및 실행 준비에 착수할 계획이다.

박형준 부산시장은 “이번 선정은 시민과 함께 만든 도시디자인의 성과이자, 부산이 글로벌 디자인 도시로 도약하는 중요한 전환점”이라며 “디자인은 단순한 미적 요소가 아니라 도시 전체의 삶의 방식을 재설계하는 강력한 도구다. 세계디자인수도 선정을 계기로 시민 삶이 더 나은 방향으로 변화할 수 있도록 모든 역량을 집중해 나가겠다”고 밝혔다.
박 시장은 아울러 “세계디자인수도 준비 과정 전반이 부산의 비전과 가능성을 세계에 알리는 계기가 될 수 있도록 면밀하게 준비해 나가겠다”고 덧붙였다.

The city of Busan has been officially selected as the World Design Capital (WDC) 2028 by the World Design Organization (WDO). Following Seoul in 2010, Busan is the second South Korean city to receive this designation and the 11th globally, joining the ranks of Helsinki (2012), Taipei (2016), and Valencia (2022).
The World Design Capital is a biennial program initiated in 2008 by the WDO to recognize cities that leverage design to drive economic, social, cultural, and environmental development.
Busan’s winning proposal was centered on the theme “Inclusive City, Engaged Design”, highlighting the city’s commitment to citizen participation and people-centered urban design. The city’s longstanding effort to position design as a practical tool for addressing urban challenges and enhancing quality of life was a key factor in the final decision.
A decisive moment in the selection process came in June, when the WDO evaluation team visited Busan. During the on-site assessment, the team toured a number of representative projects, including the Bongsan Village in Yeongdo, F1963--a repurposed industrial heritage site, the North Port redevelopment area, and Dongseo University, a key hub for design education. These sites showcased Busan’s integrated approach to design in education, urban regeneration, and policy.
In particular, Busan’s development of a citizen-participatory public design index--covering housing, environment, safety, health, and other areas--was praised as a pioneering model. The city’s data-driven, community-centered strategy for diagnosing and addressing urban issues through tailored design solutions is expected to become a global benchmark.
The WDO noted that “Busan demonstrates high potential for transformative urban change through design,” adding that the city’s systematic and measurable approach to community-based design is “a model the international community can learn from.” The organization also expressed hope that Busan’s designation would lead to significant influence beyond Korea as a global design city.
The official designation announcement will take place in September at the 34th World Design Congress, to be held in London, United Kingdom.
Busan plans to establish a robust implementation framework in collaboration with the Busan Design Promotion Agency, and will soon begin preparing detailed programs for WDC Busan 2028.
Mayor Park Heong-joon commented, “This recognition is a result of the city’s collective effort, and marks a crucial turning point for Busan’s leap into the global design scene.” He added, “Design is not merely about aesthetics--it is about reimagining the way a city lives and functions. With this designation, we will do our utmost to ensure that design improves the everyday lives of our citizens.”
Mayor Park also emphasized that the preparation process will serve as a key opportunity to showcase Busan’s vision and potential as a global design hub.
