충남 공주시(시장 최원철)가 장애인의 일상생활과 사회참여를 실질적으로 뒷받침하기 위해 오는 9월부터 ‘장애인 활동지원 서비스’를 자체적으로 추가 지원한다고 8일 밝혔다.
이번 조치는 국가가 제공하는 기본 활동지원 시간만으로는 일상에 어려움을 겪는 장애인을 대상으로, 시 차원의 실질적 지원을 강화하려는 취지에서 마련됐다. 앞서 공주시는 지난 4월 보건복지부와 ‘사회보장제도 신설에 따른 협의’ 절차에 착수했고, 최근 협의가 최종 마무리되면서 사업 시행이 가능해졌다.
장애인 활동지원 서비스는 '장애인복지법'에 따라 등록된 만 6세 이상 65세 미만의 장애인을 대상으로, 활동지원사가 가정을 방문해 신체활동, 가사 보조, 일상생활 보조, 정서적 지원, 외부활동 동행 등의 서비스를 제공하는 제도다.
공주시의 추가 지원 대상은 현재 활동지원 서비스를 받고 있으나 타 기관으로부터 중복적인 추가 지원을 받지 않는 등록 장애인이다. 대상자로 선정되면 자격 기준에 따라 월 10시간에서 최대 30시간까지의 추가 서비스를 제공받게 된다. 이는 실제 현장 수요를 반영한 조치로, 제한된 국가 지원 시간을 넘어서는 현실적 지원책으로 평가된다.
최원철 시장은 “장애인과 그 가족이 일상에서 겪는 불편을 덜고, 사회적 자립을 실질적으로 돕기 위해 이번 사업을 확대하게 됐다”며 “앞으로도 지속적인 관심과 지원을 통해 모두가 행복한 공주를 만들어 가겠다”고 강조했다.
