【브레이크뉴스 포항】박영재 기자=포항시민 42.0%가 가장 시급하게 해결해야 할 지역 정책과제로 지역경제 활성화를 꼽았다. 뒤를 이어 청년 일자리 확대 17.7%, 문화체육 및 관광 활성화 9.9%순으로 나타났다.
이는 최근 대내외 경기 침체와 청년 인구 유출 문제, 관광산업의 확장성에 대한 지역사회의 기대감이 고루 반영된 것으로 분석된다.
이번 조사는 지난 7월 28일부터 30일까지 사흘간 박용선 경북도의원 의뢰로 리얼미터가 포항시 거주 만 19세 이상 시민 604명을 대상으로 벌인 여론조사 결과다. 조사 방식은 무선(84%)과 유선(16%) ARS 혼합 방식으로 진행됐다. 95% 신뢰수준에 표본오차는 ±4.0% p다.

이번 설문 조사는 2026년 경북도 본예산 편성을 앞두고 시민의 시각에서 예산의 방향과 정책 우선순위를 명확히 확인하고, 이를 경북도 본예산에 실질적으로 반영하기 위해 마련됐다.
포항의 전략 산업 중 어떤 분야에 집중 육성이 필요한지를 묻는 항목에서 ‘이차전지·배터리 산업’이 31.2%로 가장 높게 나타났다. 이와 함께 ‘바이오·의료산업’(17.1%)과 ‘AI·디지털 산업’(16.4%)순으로 고르게 응답했다. 이는 포항시민들은 산업의 고도화와 다변화에 기대를 걸고 있음을 보여줬다.

교육 분야에서는 ‘포스텍 의대 설립 등 고등교육 육성’이 전체 응답의 38.5%로 압도적 선택을 받았다. 이는 단순한 대학 설립의 차원을 넘어, 지역 내 의료 인프라 확충, 고급 인재 유입, 지역 정주 환경 개선 등 복합적 효과에 대한 시민 인식이 반영된 결과로 풀이된다.
관광과 문화 분야에서는 ‘해양 레포츠 기반 인프라 확충’(23.9%)과 ‘축제 및 콘텐츠 개발’(20.9%)에 이어 ‘지역 역사 자원의 관광 자산화’(20.5%)도 높은 응답률을 보였다. 특히 연령대별로는 20~40대에서 축제와 콘텐츠, 50대 이상에서는 역사 문화형 관광에 대한 수요가 높아, 정책설계 시 세대 맞춤형 접근이 필요한 것으로 조사됐다.
복지 분야에서는 ‘아동·청소년 복지’(29.1%)와 ‘아이·노인 돌봄서비스 강화’(21.2%)가 전체의 절반을 넘는 응답을 얻었다. 특히 청년층과 40대 이하 응답자는 방과 후 돌봄, 청소년 문화공간 조성 등 교육복지 연계 수요가 뚜렷하게 나타났다.
박 의원은 “이번 조사는 단순한 민심 확인을 넘어, 시민의 삶과 가장 가까운 정책들이 실제 예산으로 반영되도록 하기 위한 데이터 기반 의정활동의 일환”이라며 “지역 현안에 대한 시민의 체감 목소리를 정량화하고 정책에 녹여내기 위한 중요한 작업”이라고 설명했다.
이어 “정치는 법보다 예산이 먼저 작동해야 시민의 삶을 바꿀 수 있는 만큼, 현장의 요구를 실질적 재정정책으로 연결하는 것이 지방의원의 책무라 생각한다. 이번 조사 결과는 도의회 예결산특별위원회, 상임위원회, 본회의에서 실질적 증거 자료로 사용될 예정으로 단 한 사람의 응답도 허투루 쓰지 않겠다.”며 “시민의 요구가 곧 예산이 되는 정치, 참여가 정책이 되는 행정을 위해 앞으로도 이 과정을 더 정교하게 발전시켜 나가겠다.”강조했다.
한편, 박용선 도의원은 꾸준히 예산심사 전 여론조사를 통해 경북도의회 예결위와 교육위원회에서 포항 관련 예산 확보에 앞장서 왔다는 평가를 받고 있다. 특히, 지난 수년간 포스텍 의대 추진, 포항 교육청 트라우마센터 건립, 통학버스 예산 증액 등 지역 밀착 예산 확보를 위한 여론조사를 통해 시민 의견을 수렴하고 있다.

This survey, commissioned by Gyeongbuk Provincial Council Member Park Yong-seon, was conducted by Realmeter from July 28 to 30, targeting 604 Pohang residents aged 19 and older. In the welfare sector, "Child and Youth Welfare" (29.1%) and "Strengthening Child and Elder Care Services" (21.2%) garnered over half of the responses. Young people and those under 40, in particular, showed a clear demand for educational welfare-related programs, such as after-school care and the creation of youth cultural spaces.
Rep. Park explained, "This survey goes beyond simply assessing public sentiment. It's part of our data-driven legislative efforts to ensure that policies most closely related to citizens' lives are reflected in the actual budget. This is a crucial effort to quantify citizens' voices on local issues and incorporate them into policy."
Notably, one of the most notable aspects of this poll was that citizens expected Rep. Park to have "transparent and honest legislative activities" (22.9%), "promote policies focused on education, welfare, and everyday life" (20.5%), and "efforts to resolve local issues" (19.9%).
This analysis suggests that Rep. Park has focused on regionally focused budgetary activities and policies closely related to everyday life over the past several years.
Councilman Park emphasized, "Politics can only change citizens' lives when the budget is put into practice before the law. I believe it is the responsibility of local council members to connect the demands of the field with practical fiscal policies. The results of this survey will serve as substantive evidence in the Provincial Council's Budget and Settlement Special Committee, standing committees, and plenary sessions, and I will not waste a single response." He added, "We will continue to refine this process to achieve a politics where citizens' demands directly translate into budgets, and an administration where participation becomes policy."
Meanwhile, Councilman Park Yong-seon is recognized for his leadership in securing budgets for Pohang through consistent pre-budget public opinion polls on the Gyeongbuk Provincial Council's Budget and Settlement Committee and Education Committee. In particular, over the past several years, he has been gathering public opinion through public opinion polls to secure budgets focused on local areas, such as the POSTECH Medical School project, the construction of the Pohang Office of Education Trauma Center, and increased school bus funding.
