이번 정책의 핵심은 ▲기초 지자체 최대 규모의 ‘천원주택’ 공급 ▲빈 건물을 활용한 ‘상생 임차-임대’ 사업 ▲‘POBATT 도심 이차전지 공유캠퍼스’ 조성 등 3대 프로젝트다.
먼저 천원주택은 청년과 신혼부부의 정착을 돕기 위해 LH 임대주택을 재매입해 하루 1천 원(월 3만 원)의 저렴한 임대료로 공급하는 사업이다. 19세 이상 45세 이하 무주택 청년·신혼부부가 대상이며, 2년에서 최장 4년까지 거주가 가능하다. 시는 올해 100호 공급을 시작으로 향후 5년간 500호까지 확대할 계획이다. 이어 2030년까지 생애주기별 맞춤형 공공임대주택 총 3,500호를 공급한다는 방침이다.
두 번째 상생 임차-임대 사업은 원도심 빈 건물을 활용해 창업 인큐베이팅 레지던스, 신산업 인력양성 교육센터, 복합예술촌 등 거점시설을 조성하고, 창업·문화예술 공간을 청년들에게 연결해 침체된 도심에 활력을 불어넣는 것을 목표로 한다.
세 번째 POBATT 도심 공유캠퍼스는 미래 전략산업인 이차전지 분야 전문 인력 양성을 위한 교육 플랫폼이다. 지역 대학이 모두 참여하는 개방형 교육장을 도심에 조성해 글로벌 취업 경쟁력을 높이고 산업 생태계와 연계한 인재 배출을 추진한다.
이 밖에도 포항시는 청년 1인 가구를 위한 부동산 중개수수료·이사비 지원, 민·관 협력 집수리 사업 등을 통해 맞춤형 주거 솔루션을 강화할 계획이다.
이 시장은 또 철강산업 위기 극복의 시급성을 강조했다. 그는 “중국발 공급 과잉, 미국의 고율 관세, 글로벌 탄소감축 압력 등 삼중고로 철강산업 위기가 심화되고 있다”며 “기술개발과 투자 확대가 절실하다”고 말했다. 특히 ‘K-스틸법’ 제정, 수소환원제철 연구개발 지원, 산업용 전기료 인하, 해저 전력망(에너지 고속도로) 및 수소 배관망 구축 등 국가 차원의 지원을 거듭 촉구했다.

이강덕 시장은 “청년과 신혼부부가 안심하고 정착할 수 있는 주거환경을 조성해 모든 시민이 포항에서의 삶에 자부심을 느낄 수 있도록 하겠다”며 “지역 철강산업의 경쟁력 회복을 위해 앞장서겠다”고 강조했다.
