[브레이크뉴스=배종태 기자] 부산광역시가 해양수산부의 성공적인 부산 이전을 위해 주거, 정착금, 교육 등 파격적인 지원 대책을 내놓았다.
박형준 시장은 이번 이전이 단순한 부처 이전이 아닌 대한민국 해양강국 도약의 출발점이라는 인식을 바탕으로, 범정부적 지원의 필요성을 강조하고 해수부에도 적극적인 역할을 당부했다.
[주거 안정: '집' 걱정 없이 부산에서 새출발]
부산시는 해수부 이주 직원과 가족의 주거 안정을 최우선 과제로 삼고 세 가지 핵심 방안을 마련했다.
▲초기 정착을 위한 관사 제공: 이전 초기 혼란을 줄이고 안정적인 정착을 돕기 위해 예산 약 350억 원을 투입, 아파트 등 100호가량을 4년간 임차하여 가족 동반 이주 직원을 위한 관사로 제공한다.
▲공동주택 우선공급 및 특별공급: 영구적인 정착을 돕기 위해 공동주택 우선 공급 및 특별 공급 제도를 추진한다. 우선 공급 후보지 17개소(서부권 6개소, 중부권 2개소, 동부권 9개소)를 검토하여 조성 원가 수준으로 아파트를 공급하고, 공공 및 민간 분양주택의 일정 비율을 이주 직원에게 특별 공급할 계획이다. 이는 향후 공공기관 이전이나 관련 기업 유치 시에도 활용될 소중한 기반이 될 전망이다.
▲정착 및 양육 지원: 부산 생활에 조기 안착
주거 지원 외에도 금전적인 지원을 대폭 강화해 이주 직원의 부담을 덜어준다.
구체적인 지원 내용은 ▶이주정착금: 직원과 가족에게 지급되는 동반 이주 장려 지원금으로, 1인당 400만 원씩 일시에 지급한다. ▶정착지원금: 주거 안정기인 4년간 직원들의 정착을 지원하고자 총 4년간 월 40만 원을 지급한다.
▶자녀장학금: 새로운 교육환경에 적응해야 하는 자녀들을 위해 초·중·고교 취학 자녀 1인당 일시금 150만 원과 총 2년간 월 50만 원의 장학금을 각각 지급한다. ▶양육지원금: 직원들의 안정적인 양육 환경 조성을 위해 미취학 아동 1인당 총 2년간 월 50만 원의 지원금을 지급한다. ▶출산지원금: 해수부 직원이 부산 이주 후 2년 이내에 자녀를 출산할 경우, 기존 지원금에 더해 1인당 200만 원의 지원금을 추가로 일시 지급한다. ▶중개·등기수수료: 부산에서 주거지를 구할 때 발생하는 실비 수수료를 지원한다 등이다.
한편, 시는 이번 주거 대책을 포함한 교육, 보육, 여가생활, 청사조성 분야에 대한 지원 대책을 부산시-해수부 정책협의회 및 해수부 노조와의 소통을 통해 종합적으로 마련하고 있으며, 향후 지원기준, 기간, 금액 등에 대한 구체적인 협의를 거쳐 오는 10월 중 최종 지원 대책을 확정할 계획이다.
하지만, 이 모든 지원 대책은 관련 특별법을 통해 법적 근거가 마련돼야 계획대로 제공할 수 있으며, 이에 따라 현재 국회에 발의된 2개 특별법안이 여야간의 초당적인 협력을 통해 조속히 제정돼야 하는 상황이다.
[부산의 미래 비전과 해수부에 대한 당부]
부산시는 이번 해수부 이전을 계기로 '글로벌 해양 허브도시 부산'으로 도약하겠다는 강력한 의지를 보였다. 시는 5대 항만 특성화 클러스터 개발, 북극항로 거점도시 도약 등 3대 전략 12개 중점 과제를 추진하고 있다.
박형준 시장은 "해수부 이전은 대한민국이 부산을 해양강국 도약의 실질적 성장 동력으로 삼는 출발점"이라며, 해수부에 산하 공공기관의 조속한 이전, 해운거래소·해사전문법원 설립 등에 적극적으로 나서 달라고 당부했다. 그는 또한 이 모든 지원 대책의 원활한 추진을 위해 국회에 발의된 특별법이 조속히 통과될 수 있도록 초당적인 협력을 촉구했다.

Housing Stability: A Fresh Start in Busan Without Housing Worries
Busan City has prioritized the housing stability of relocating Ministry of Oceans and Fisheries employees and their families, and has developed three key measures.
▲Providing Official Residences for Initial Settlement: To alleviate initial confusion and facilitate a stable settlement, the city will invest approximately KRW 35 billion to provide approximately 100 apartments and other units for four-year leases as official residences for employees relocating with their families.
▲Priority and Special Supply of Apartment Housing: To facilitate permanent settlement, the city will implement priority and special supply systems for apartment housing. First, 17 potential supply sites (6 in the western region, 2 in the central region, and 9 in the eastern region) will be reviewed to provide apartments at cost-effective prices. A certain percentage of public and private housing units will be allocated specifically to relocating employees.
