의왕시의회 김태흥 부의장, ‘안전취약계층 안전 환경 지원 조례안’ 특위 통과

의왕시의회 김태흥 부의장이 대표 발의한 ‘의왕시 안전취약계층 안전 환경 지원 조례안’이 지난 9월 10일 열린 제314회 임시회 조례등심사특별위원회를 통과했다.

이번 조례안은 재난과 각종 사고에 취약한 계층을 제도적으로 지원하기 위해 마련됐다. 안전시설 설치와 환경 개선을 통해 보다 안전한 주거환경을 조성하고 생활 안정을 도모하는 것이 핵심이다.

주요 내용은 △시장의 책무 규정, △안전관리계획 수립·시행, △지원대상 및 범위 명확화, △지원 절차 마련, △업무 위탁 근거, △교육·홍보 추진 등으로, 안전취약계층 보호를 위한 종합적 지원체계를 담고 있다.

지원대상에는 어린이, 장애인, 한부모·다문화가족, 65세 이상 노인 단독세대, 청소년 가구, 북한이탈주민 등이 포함된다. 지원 범위는 △소방·가스·전기 시설 안전 점검 및 개선, △가스 경보기·차단기 설치, △침수 예방 및 방범창 설치, △안전장비·용품 제공, △물막이판 등 침수 예방시설 설치 등이다.

김태흥 부의장은 “재난과 안전사고는 사회적 약자에게 더 큰 피해로 이어질 수 있다”며, “이번 조례 제정으로 의왕시의 안전취약계층이 보다 안전한 환경에서 생활할 수 있는 기반을 마련했다”고 밝혔다.

이어 “조례 제정을 통해 시가 매년 수립하는 안전관리계획에 취약계층 지원 방안이 체계적으로 반영되길 기대한다”며,“앞으로도 시민 안전을 최우선에 두고 현장 중심의 의정활동을 펼치겠다”고 강조했다.

한편, 이번 조례안은 오는 19일 열리는 제314회 임시회 제2차 본회의에서 최종 의결될 예정이다.
