[브레이크뉴스=배종태 기자] 부산시는 16일 오후 부산사회복지종합센터 대강당에서 ‘제26회 사회복지의 날’ 및 ‘제32회 부산복지의 달’을 기념하는 공식 행사를 개최했다.
이날 기념식에는 박형준 부산시장을 비롯해 수상자, 사회복지시설 종사자, 시민 등 200여 명이 참석한 가운데 ▲사회복지 유공자 포상 ▲기념사 ▲축사 등의 순서로 진행됐다.
부산시는 사회복지 증진에 기여한 유공자 총 50명에게 포상을 수여했다. 구체적으로는 ▲‘제26회 사회복지의 날’ 기념 보건복지부 장관 표창 10명 ▲부산광역시 사회공헌장(시장상) 6명 ▲‘제32회 부산복지의 달’ 기념 시장 표창 25명 ▲기부문화 활성화 유공 시장 표창 2명 ▲부산사회복지협의회 표창 7명이다.
시는 유공자 포상을 통해 사회복지 현장에서 묵묵히 헌신해 온 종사자들의 사기를 높이고, 지역 복지에 기여한 이들을 격려하는 자리를 마련했다는 데 의미를 두고 있다.
‘사회복지의 날’은 「국민기초생활보장법」 공포일인 9월 7일을 기념하여 사회복지에 대한 시민 인식을 높이고 종사자들의 노고를 기리기 위해 2000년부터 제정된 법정 기념일이다. 부산시는 이보다 앞서 1994년부터 9월을 ‘부산복지의 달’로 지정하고 매년 기념행사를 열고 있으며, 2003년부터는 ‘사회복지의 날’과 연계해 공동 기념식을 이어오고 있다.
한편, 오는 19일에는 ‘공존’을 주제로 한 「제9회 051영화제(부산복지영화제)」가 개최된다. 시민이 직접 제작한 51초 분량의 사회복지 영화가 소개되는 이번 영화제는, 부산국제영화제 30주년과의 협업을 통해 시상식, 시사회, 영화 상영 및 시네마토크 등의 프로그램으로 진행된다.

시상식과 시사회는 19일 오후 2시 남포동 비프광장 야외무대에서, 영화 상영과 시네마토크는 오후 4시 30분 커뮤니티비프(부산극장 메가박스 3관)에서 각각 열린다. 또한 오는 18일부터 21일까지는 비프광장 커비로드에 ‘당신의 고민을 삽니다’를 주제로 한 체험 부스도 운영돼, 시민들의 고민을 듣고 함께 복지를 상상하는 소통 공간이 마련될 예정이다.
박형준 부산시장은 이날 기념사를 통해 “다시 태어나도 살고 싶은 도시를 만들기 위해서는 사회적 약자를 위한 복지의 그물을 더욱 촘촘히 짜는 것이 중요하다”며, “시민의 삶의 질을 높이고 지역 돌봄 체계를 강화하기 위한 복지정책을 지속적으로 정비하고 발전시켜 나가겠다”고 밝혔다.
이어 “복지 최일선에서 헌신하고 있는 종사자들이 자부심을 가지고 일할 수 있도록 적극 지원하고, 현장의 목소리에 계속 귀를 기울이겠다”는 뜻을 전했다.

The City of Busan (Mayor Park Heong-joon) held a commemorative ceremony for the 26th Social Welfare Day and the 32nd Busan Welfare Month on September 16 at 3:30 PM in the Grand Auditorium of the Busan Social Welfare Center.
The event was attended by approximately 200 people, including Mayor Park, award recipients, social welfare workers, and citizens. The ceremony included the presentation of awards to distinguished contributors in the field of social welfare, a commemorative speech, and congratulatory remarks.
A total of 50 individuals were honored for their contributions to the development of social welfare in the Busan region. The awards included: ▲10 recipients of the Minister of Health and Welfare Commendation for the 26th Social Welfare Day ▲6 recipients of the Busan Metropolitan City Social Contribution Medal (Mayor's Commendation) ▲25 recipients of the Mayor’s Commendation for the 32nd Busan Welfare Month ▲2 recipients for contributions to promoting a culture of giving (Mayor’s Commendation) ▲7 recipients of awards from the Busan Council on Social Welfare
By recognizing the efforts of those who have dedicated themselves to the welfare sector, the city aims to boost morale among workers and offer meaningful encouragement to contributors.
Social Welfare Day, celebrated every September 7, marks the proclamation date of the National Basic Living Security Act. It was established in 2000 to raise public awareness of social welfare and to honor the efforts of welfare workers. Busan, however, has designated September as "Busan Welfare Month" since 1994 — ahead of the national initiative — and has been holding annual commemorative events ever since. Since 2003, the city has also held joint celebrations for both Social Welfare Day and Busan Welfare Month.
In addition, on September 19, the 9th 051 Film Festival (Busan Welfare Film Festival) will take place under the theme of "Coexistence." This year, the festival will be held in collaboration with the 30th Busan International Film Festival (BIFF). The 051 Film Festival features 51-second short films on social welfare topics, created by citizens themselves — "051" symbolizing Busan’s area code.
The award ceremony and film screening will take place at 2 PM on the outdoor stage at BIFF Square in Nampo-dong, followed by screenings and a "Cinema Talk" session at 4:30 PM in Community BIFF (Megabox, Busan Theater, Theater 3). From September 18 to 21, a booth titled “We Buy Your Worries” will also be set up along Kirby Road at BIFF Square, where citizens can share their concerns and engage in conversations about social welfare.
Mayor Park stated in his speech, “To make Busan a city people want to be born in again, it is essential to build a tightly-knit safety net for our socially vulnerable populations. Enhancing citizens’ quality of life and strengthening our local care system are key priorities, and we are continuously improving our welfare policies to meet these goals.”
He added, “I will ensure that those working on the frontlines of welfare in Busan can work with pride, and I will continue to listen to voices from the field and reflect them in our ongoing policy development.”
