[브레이크뉴스=배종태 기자] 부산시가 대학 유휴시설을 활용한 시니어 복합단지 ‘하하(HAHA)캠퍼스’ 조성을 위해 부산가톨릭대학교, 한국사학진흥재단, 금정구와 손잡고 본격적인 사업 추진에 나선다.
부산시는 9월 16일 오전 9시 30분 시청 국제의전실에서 ‘하하(HAHA)캠퍼스’ 조성을 위한 4자 업무협약을 체결했다고 밝혔다. 협약식에는 박형준 부산시장, 백종헌 국회의원, 홍경완 부산가톨릭대학교 총장, 이하운 한국사학진흥재단 이사장, 윤일현 금정구청장이 참석했다.
이번 협약은 부산가톨릭대학교 신학교정 부지에 조성될 ‘하하캠퍼스’의 성공적 추진과 유관 기관 간 협력체계 구축을 목적으로 마련됐다. 협약에 따라 ▲부산시는 사업 전반을 총괄하고 ▲부산가톨릭대학교는 부지와 건물 등 학교시설을 무상 제공하며 ▲한국사학진흥재단은 행정 및 제도적 지원을 ▲금정구는 캠퍼스 내 스포츠센터 건립 등을 담당하게 된다.
‘하하(HAHA)캠퍼스’는 ‘행복하고 건강하게 나이 들기(Happy Aging, Healthy Aging)’를 의미하며, 전국 최초로 대학 유휴시설을 활용해 조성되는 대규모 시니어 복합단지다. 사업 대상지는 부산가톨릭대학교 신학교정 부지 약 6만 3,515㎡ 규모로, 이곳에는 활동적 장년층(액티브 시니어)과 시민들을 위한 문화·여가, 건강·체육, 교육, 일자리, 주거, 실버산업 등이 집약된 복합 공간이 들어설 예정이다.
이번 사업은 베이비붐 세대의 노년기 진입으로 급속히 진행되는 고령화와 지역 대학의 학령인구 감소 문제에 대응하기 위한 복합적 해법으로 주목받고 있다. 한국사학진흥재단에 따르면, 국내 사립대학의 미사용 교육용 토지는 2020년 약 1,800만㎡(9.54%)에서 2024년 약 3,300만㎡(17.35%)로 증가한 것으로 나타났다.
부산시는 올해 4월 타당성 조사와 기본계획 수립을 마치고, 현재 지방재정투자심사와 문화체육관광부 공모사업 신청 등 행정절차를 이행 중이다. 2026년 기본 및 실시설계를 착수하고, 2028년 말 1단계 사업과 스포츠센터 건립을 완료할 계획이다.
또한 시는 지난해 3월, 부산가톨릭대학교가 신학교정을 시민에게 개방하기로 결정함에 따라 본격적인 조성에 앞서 전담조직(TF)을 구성하고 6개 마중물 사업을 우선 추진하고 있다. 마중물 사업에는 ▲야외체육시설 정비 ▲무장애 나눔길 조성 ▲하하에듀프로그램 운영 ▲하하건강센터 설치 ▲도서관 개방 ▲시니어 건강놀이터 조성 등이 포함된다.

박형준 시장은 “부산은 초고령사회 진입을 위기로 보지 않고 새로운 기회로 삼고 있으며, 하하캠퍼스는 어르신을 사회·경제 성장동력으로 전환하기 위한 핵심 모델”이라며 “이번 협약을 통해 사업을 더욱 속도감 있게 추진하고, 생활권별 하하캠퍼스를 확대해 나가 노인행복도시 부산을 실현하겠다”고 밝혔다.

The City of Busan has officially signed a memorandum of understanding (MOU) with Busan Catholic University, the Korea Private School Pension Foundation, and Geumjeong District to promote the successful development of the ‘HAHA Campus’—a senior-friendly complex utilizing idle university facilities.
The MOU signing ceremony was held on September 16 at 9:30 a.m. in the International Protocol Room at Busan City Hall. Attendees included Busan Mayor Park Heong-joon, National Assembly Member Baek Jong-heon, Busan Catholic University President Hong Kyung-wan, Korea Private School Pension Foundation Chairman Lee Ha-woon, and Geumjeong District Mayor Yoon Il-hyun.
This agreement aims to facilitate cooperation among stakeholders and ensure the successful establishment of the HAHA Campus, which will be built on the former seminary campus of Busan Catholic University. Under the MOU: ▲Busan City will oversee the overall project, ▲Busan Catholic University will provide land and buildings free of charge, ▲The Korea Private School Pension Foundation will offer administrative and institutional support, and ▲Geumjeong District will lead the construction of a sports center within the campus.
The HAHA Campus—short for Happy Aging, Healthy Aging—is the first large-scale senior complex in South Korea to be developed using underutilized university facilities. Spanning approximately 63,515 square meters, the former seminary site will be transformed into a comprehensive senior community hub offering cultural and leisure activities, healthcare and sports, lifelong education, employment support, residential services, and silver industry development—all designed for active seniors and the wider public.
The project responds to two key demographic challenges: the accelerating aging population, particularly as Korea’s baby boomer generation (born 1955–1963) enters retirement, and the declining number of college students leading to increased idle university space. According to the Korea Private School Pension Foundation, unused educational land in private universities has grown from 18 million square meters (9.54%) in 2020 to 33 million square meters (17.35%) in 2024.
Busan City completed a feasibility study and master plan in April 2025 and is currently conducting preliminary administrative procedures such as local finance investment reviews and applying for central government project funding. The city plans to begin basic and detailed designs in 2026, with Phase 1 construction and the sports center set to be completed by the end of 2028.
Prior to the full development, Busan Catholic University opened the former seminary campus to the public in March 2024. The city also formed a task force with 15 agencies and departments and is currently implementing six pilot projects, known as “seed projects,” including: ▲Renovation of outdoor sports facilities ▲Creation of a barrier-free walking trail ▲Operation of the “HAHA Edu” lifelong learning program ▲Installation of the HAHA Health Center ▲Public opening of the campus library ▲Construction of a senior health playground
Mayor Park Heong-joon stated, “Busan views the transition to a super-aged society not as a crisis, but as a new opportunity. We are developing comprehensive policies to empower seniors as drivers of social and economic growth. The HAHA Campus presents a new regional cooperation model that addresses both the lack of senior facilities and the underuse of university infrastructure.”
He added, “Through this agreement, we will accelerate the project and expand HAHA Campuses across local districts, creating a senior-friendly city where aging is both healthy and happy.”
