[브레이크뉴스=배종태 기자] 부산시가 원자력산업 육성을 위해 주요 산학연 12개 기관과 업무협약을 체결하고, 원자력산업 생태계 조성 및 협력 강화를 위한 첫발을 내디뎠다.
이날 협약식에는 박형준 부산시장을 비롯해 한국기계연구원, 두산에너빌리티, 부산대학교 등 원전 관련 기관과 기업, 학계가 참석했다.
부산시는 23일 오후 2시 롯데호텔 부산 크리스탈볼룸에서 원자력산업 육성 협력을 위한 업무협약(MOU)을 체결했다. 이날 협약식에는 부산시를 포함해 총 13개 기관(대표 기관 4, 기업 2, 대학 3, 단체 3)의 관계자들이 참석했다. 이번 협약은 원자력산업 생태계 조성 및 육성 협력을 강화하기 위해 부산시와 원전 관련 산학연이 함께하는 최초의 사례다.
협약에 참여한 기관들은 향후 ▲원자력산업 관련 기업 육성 지원, ▲연구시설 및 장비를 활용한 인재 양성, ▲기술 및 정보 교류, ▲학술대회 및 세미나 공동 개최 등 다양한 분야에서 협력을 이어갈 예정이다. 특히, 협약 기관 중 두산에너빌리티는 국내 유일의 원전 주기기 제작 기업이며, HJ중공업은 지난해 창사 이래 최대 수주액을 달성한 부산 대표 기업이다. 최근 고리 1호기 해체 공사에서 이들 기업이 포함된 컨소시엄이 1순위 사업자로 선정되기도 했다.
또한, 부산대학교, 동의대학교, 한국해양대학교는 원자력 전주기 교육 및 연구 인력 양성과 지역 인재 양성 사업에 참여하며 원자력산업 발전에 기여하고 있다.
업무협약식 이후에는 부산시와 한국기계연구원이 공동으로 주관하는 '소형모듈원자로(SMR) 산업 활성화 토론회(포럼)'가 진행됐다. 토론회에서는 SMR 보조기기 제작 지원센터 구축 사업 소개와 혁신형 SMR 기술개발 현황 및 국내 기업의 역할에 대한 발표가 있었다.

부산시는 총 295억 원을 투입하여 2026년 말 개원을 목표로 SMR 보조기기 제작 지원센터를 구축 중이며, 이번 토론회를 통해 차세대 원전 산업 육성과 비즈니스 네트워크 형성의 발판을 마련할 것으로 기대하고 있다.
박형준 시장은 "이번 협약으로 산학연 협력체계 구축 기반이 마련되어 탄소중립, 에너지 안보, 인공지능 데이터센터 확산에 따른 전력 수요에 효과적으로 대응할 것으로 기대한다"고 밝혔다. 그는 또한 "앞으로도 주요 산학연 협력 기관과 함께 원자력산업 생태계 조성 및 지역경제 활성화에 최선을 다하겠다"고 덧붙였다.

Busan City has signed a business agreement with 12 major industry, academia, and research institutions to foster the nuclear power industry. This marks the first time that the city, along with nuclear-related organizations, companies, and academic institutions, has collaborated to create and strengthen a nuclear industry ecosystem.
On the afternoon of September 23, Busan City announced it would sign a business agreement for "Nuclear Power Industry Promotion Cooperation" at the Lotte Hotel Busan Crystal Ballroom. The signing ceremony was attended by Mayor Park Hyeong-jun and representatives from a total of 13 institutions, including four key organizations, two companies, three universities, and three associations.
The agreement holds significant meaning as it is the first MOU in which the city has joined forces with nuclear-related institutions, businesses, and academia to build and strengthen the nuclear industry ecosystem. Under the agreement, participating organizations will cooperate in various areas, including:
▲Supporting the growth of nuclear-related companies. ▲Nurturing talent using shared research facilities and equipment. ▲Exchanging technology and information. ▲Jointly hosting academic conferences, seminars, and information sessions.
Among the participating institutions, Doosan Enerbility is the only company in Korea capable of manufacturing key components for nuclear power plants. HJ Shipbuilding & Construction is a representative Busan-based company that achieved a record-high order volume of approximately 4.7 trillion won last year across its shipbuilding and construction sectors. A consortium of three companies, including Doosan Enerbility and HJ Shipbuilding & Construction, was recently selected as the top bidder for the demolition project of the non-controlled area and yard at Kori Unit 1.
Additionally, Pusan National University, Dong-eui University, and Korea Maritime and Ocean University are contributing to the development of the nuclear industry through shared energy technology programs that foster talent and connect students with employment opportunities.
Following the signing ceremony, a "Forum for the Revitalization of the Small Modular Reactor (SMR) Industry" was held, co-hosted by Busan City and the Korea Institute of Machinery and Materials. The forum included presentations on the SMR auxiliary equipment manufacturing support center project, the development status of innovative SMRs, and SMR commercialization trends. Busan is currently investing 29.5 billion won to build the SMR support center, with an opening targeted for late 2026. The city anticipates that this forum will be a crucial stepping stone for nurturing the next-generation nuclear industry and forming new business networks.
Mayor Park Hyeong-jun stated, "This agreement lays the groundwork for a collaborative system among key industry, academia, and research institutions, and we expect it to effectively meet future electricity demands driven by carbon neutrality, energy security, and the spread of AI data centers." He added that Busan City will continue to work with these partners to build the nuclear industry ecosystem and revitalize the local economy.
