대구시가 주최하고 대구미래인여성이 주관한 '2025 여성UP포럼 세미나'가 지난 26일 오전 엑스코 서관에서 열렸다. 김경이 대구미래인여성 회장과 이재화 대구시의회 부의장을 비롯한 회원 100여 명이 참석했다.
김경이 회장은 개회사에서 "여성의 권익 향상과 안전한 사회 만들기는 단순히 여성만의 문제가 아니라 우리 모두의 과제"라며 "이번 포럼이 제도 개선과 사회적 공감대를 넓히는 중요한 계기가 되길 바란다"고 말했다.
이재화 부의장은 축사를 통해 "여성의 안전은 곧 시민 모두의 안전"이라며 "대구시의회는 여성과 약자가 안심할 수 있는 제도 마련에 최선을 다하겠다"고 강조했다.
이날 기조강연을 맡은 이수정 경기대학교 교수는 "여성·안전·이슈"를 주제로 현 제도의 뼈아픈 문제점을 지적했다. 범죄심리학 분야 전문가인 이 교수는 "약자가 피해를 입고 피해자가 다시 약자가 되는 구조적 양상이 문제"라고 꼬집었다.
가해자와 피해자에 대한 국가 지원의 불균형도 도마 위에 올랐다. 이 교수는 "가해자는 국가예산으로 전자발찌를 차고도 기초생활수급비와 이사비용 등을 지원받는 반면, 피해자는 여전히 정상적인 생활조차 어렵다"며 나영이 사건을 대표 사례로 들었다.
조두순 사건도 언급됐다. "가해자가 출소 후 같은 동네에 살겠다고 해도 이를 막을 법적 장치가 없고, 오히려 피해자가 이사를 가야 하는 상황에서 국가 지원은 전무하다"며 피해자 보호정책의 실효성을 높여야 한다고 목소리를 높였다.
이번 포럼은 여성 안전의 제도적 보완과 피해자 지원 강화, 범죄 재발 방지를 위한 국가적 책임을 다시 한번 되새기는 자리가 됐다.
대구미래인여성은 앞으로도 여성의 권익 향상과 안전한 사회를 위한 정책 제안과 논의의 장을 계속 만들어갈 계획이다.

This forum served as an opportunity to reaffirm the nation's responsibility to improve the system for women's safety, strengthen victim support, and prevent recurrence of crimes.
Daegu Future Women plans to continue to create a forum for policy proposals and discussions to improve women's rights and create a safe society.
