[브레이크뉴스=배종태 기자] 부산교육청은 부산 B예술중·고 특별감사 결과 발표 이후, 학교 혼란을 조속히 수습하고 안정적인 교육활동을 보장하기 위해 ▲학교법인 운영 안정화 ▲인사 운영 정상화 ▲교육과정 운영 정상화 ▲법규정비 등 4대 분야 종합 대책을 마련해 추진한다고 30일 밝혔다.
아울러 안타까운 일이 재발되지 않도록 학생 자살 예방 및 마음건강 안전망을 한층 강화하는 맞춤형 대책도 함께 추진할 예정이다.
▲학교법인 운영 안정화
학교법인의 행정 투명성과 안정성을 높이기 위해 교육행정 5급 사무관을 법인에 직접 파견키로 하고, 지난 18일자로 인사발령을 냈다. 파견된 사무관은 임시이사회와 교육청의 소통 역할을 담당하며, 특히 감사 처분에 따른 후속 조치를 신속하고 정확하게 처리할 예정이다.
또, 임시이사회 운영의 실효성을 확보하기 위해 교육청 직원이 이사회에 배석하고 법률·회계 자문을 지원하며, 회의록을 공개해 책임성과 투명성을 강화한다. 임시이사 결원 발생 시 즉시 후임을 선임해 의사결정의 연속성도 보장할 계획이다.
▲인사 운영 정상화
교장·교감 자리에 적격자를 신속히 임용해 장기 공석이나 직무대리 운영이 재발하지 않도록 한다는 방침이다. 정규 교원 결원 해소를 위해 교육청 위탁채용 제도를 적극 활용해 정규 교원을 확보하도록 적극 지원하고, 인사 운영의 공정성을 담보하기 위해 컨설팅과 정기 모니터링도 병행할 예정이다. 또, 법인 업무 담당 인력을 새로 채용하고 인건비를 지원하여 전문성을 강화하며, 사무직원의 순환 배치를 통해 행정업무의 공정성을 높이기로 했다.
▲교육과정 운영 정상화
장학사, 교육과정 및 평가 전문가 등 워킹그룹이 참여하는 ‘(가칭)교육과정 운영 정상화 지원단’을 구성해 전문 컨설팅을 지원한다. 특히 예술계열 교육과정은 전문가 멘토를 배정해 교육과정 편성부터 운영 단계까지 밀착 지원하며, 장학사·수석교사 및 평가 전문 컨설턴트 교사로 구성된 시교육청 평가지원단과 협업해 학업성적 관리가 객관적이고 공정하게 이뤄지도록 돕는다.
또, 예능계열 학원의 등록교습비 외 비용(대회 참가비, 무대 의상비, 작품비, 발표회비)에 대한 편법·불법 징수 차단을 위해 지도·점검을 강화하고, 이를 위해 예능계열 학원 전용 지도·점검 체크리스트를 개발·적용해 점검의 실효성을 높이기로 했다. 부산교육 챗봇 ‘알리도’를 활용해 학부모와 시민 누구나 간편하게 신고할 수 있는 체계를 마련하고, 학원장을 대상으로 법규 준수 연수를 실시해 예방 효과를 높인다는 방침이다.
▲법규정비
학교 운영의 투명성과 책임성을 강화하기 위해 관련 법령 개정사항을 정관에 반영할 수 있도록 지원한다. 특히 사립학교의 청렴성과 책임성을 제도적으로 보장하기 위해 사학기관 행동강령 표준안을 마련해 정관에 반영하도록 하고, 금품수수·이권개입·청탁행위 금지 규정을 명확히 할 예정이다.
아울러, 행동강령 준수 여부를 종합감사 주요 항목에 포함시키고, 행동강령 위반 및 정관에 행동강령 표준안 적용 여부를 사학기관 운영 평가에 반영하여 실효성을 높여 나가기로 했다.
또한, 공공성과 책임성을 강화하기 위해 공직자 이해충돌방지법 등 반부패 관련 법령이 사립학교 교직원에게도 적용될 수 있도록 전국 시·도 교육감협의회를 통해 건의하고, 교육부, 국회와 긴밀히 협력해 나가기로 했다. 또한 사립학교 교원 인사 관련 교육청의 관리·감독 권한 강화를 위한 제도 개선을 추진하여 사학 운영의 건전성을 제도적으로 뒷받침할 계획이다.
부산교육청은 이번 대책을 통해 학교법인 운영의 투명성을 높이고, 인사 운영의 공정성을 확보하며, 교육과정의 안정성을 보장하는 한편, 법규정비를 통해 제도적 기반을 마련해 B예술중·고의 학교업무 정상화를 조속히 추진해 나갈 예정이다.
이와 함께 학생들의 마음 건강을 최우선 과제로 삼아 상담 전용 공간 구축 및 전문상담교사 배치를 추진하고, 예술고 학생들의 특성을 반영한 ‘마음 쉼표’프로그램과 가족 회복 프로그램을 운영한다. 소아청소년정신과 전문의의 학교 방문 상담 지원을 통해 학생 안전망도 한층 강화할 계획이다.
김석준 교육감은 “이번 대책은 학생들의 학습권 보호와 학부모 신뢰 회복을 최우선 가치로 삼아 마련했다”며 “학교업무 정상화를 통해 안정적이고 투명한 교육환경을 반드시 확립하겠다”고 밝혔다. 이어 “학교가 다시는 아픔의 상징이 아니라, 신뢰와 희망의 배움터로 거듭날 수 있도록 교육청의 모든 역량과 자원을 집중하겠다”고 강조했다.

▲Stabilization of School Foundation Operations
To enhance the administrative transparency and stability of the school foundation, it was decided to directly dispatch a Grade 5 Education Administration Official to the foundation, with a personnel appointment issued on the 18th. The dispatched official will serve as a communication link between the ad-hoc board of directors and the Office of Education, and will specifically handle follow-up measures resulting from the audit with speed and accuracy.
In addition, to secure the effectiveness of the ad-hoc board's operations, Office of Education staff will attend board meetings, provide legal and accounting advice, and disclose meeting minutes to reinforce accountability and transparency. In case of a vacancy on the ad-hoc board, a successor will be immediately appointed to ensure continuity in decision-making.
▲Normalization of Personnel Management
The plan is to quickly appoint suitable individuals to the positions of principal and vice-principal to prevent the recurrence of long-term vacancies or acting principal arrangements. To resolve regular teaching staff shortages, the Office of Education will actively support securing regular teachers by utilizing its commissioned recruitment system. Consulting and regular monitoring will also be conducted concurrently to ensure fairness in personnel management. Furthermore, the hiring of new personnel for foundation-related tasks and the provision of labor costs will enhance expertise, while the rotational deployment of administrative staff will increase the fairness of administrative duties.
▲Normalization of Curriculum Operations
A tentative 'Curriculum Operation Normalization Support Team,' consisting of supervisors, curriculum, and evaluation experts, will be formed to provide specialized consulting. Specifically for the arts curriculum, expert mentors will be assigned to provide close support from the curriculum planning stage to operation. In collaboration with the City Office of Education's Evaluation Support Team (composed of supervisors, master teachers, and evaluation expert consultants), they will ensure objective and fair academic performance management.
In addition, supervision and inspection will be strengthened to block illegal or irregular collection of fees beyond registered tuition (e.g., competition entry fees, stage costume costs, artwork costs, recital fees) by arts academies. To this end, a dedicated inspection checklist for arts academies will be developed and applied to enhance the effectiveness of inspections. A system for easy reporting by parents and citizens using the Busan Education chatbot 'Alido' will be established, and training on legal compliance will be provided to academy directors to increase prevention effectiveness.
▲Revision of Laws and Regulations
To enhance the transparency and accountability of school operations, support will be provided to ensure amendments to relevant laws are reflected in the articles of incorporation. Specifically, to institutionally guarantee the integrity and accountability of private schools, a standard code of conduct for private school institutions will be prepared for inclusion in the articles of incorporation, and regulations prohibiting the acceptance of money/valuables, involvement in personal interests, and solicitation will be clarified.
Furthermore, compliance with the code of conduct will be included as a major item in general audits, and the effectiveness will be enhanced by reflecting violations of the code and the application of the standard code in the articles of incorporation in the evaluation of private school operations.
To strengthen public accountability and responsibility, the Office of Education plans to propose, through the National Council of Superintendents of Education, that anti-corruption laws, such as the Act on the Prevention of Conflicts of Interest for Public Servants, be applied to private school faculty and staff. It will also work closely with the Ministry of Education and the National Assembly. Additionally, institutional improvements will be pursued to strengthen the Office of Education's supervision and management authority over private school teacher personnel matters, thereby institutionally supporting the sound operation of private schools.
The Busan Office of Education expects that these measures will enhance the transparency of school foundation operations, secure fairness in personnel management, ensure curriculum stability, and establish an institutional foundation through law revision, thereby accelerating the normalization of school affairs at Busan B Arts Middle and High School.
In conjunction with this, making students' mental health a top priority, the Office is pushing for the establishment of dedicated counseling spaces and the deployment of professional counselors. It will also run the 'Mind Pause' program and family recovery programs tailored to the characteristics of arts high school students. The student safety net will be further strengthened through support for school visits by child and adolescent psychiatry specialists for consultation.
Superintendent Kim Seok-jun stated, "These measures were prepared with the protection of students' right to learn and the recovery of parental trust as our highest values," adding, "We will absolutely establish a stable and transparent educational environment through the normalization of school affairs." He further emphasized, "We will concentrate all the Office of Education's capacity and resources so that the school can once again become a learning environment of trust and hope, rather than a symbol of pain."
