브레이크뉴스 정명훈 기자= 한국전력공사와 자회사 한국수력원자력 간 바라카 원전 관련 분쟁으로 국민의 세금 수백억 원이 소송비용으로 지출된 것으로 확인됐다.
김동아 더불어민주당 의원이 양사로부터 제출받은 자료를 분석한 결과, 양사는 중재·소송 대응을 위해 각각 거액의 로펌 비용을 지출하거나 지출할 예정이다.
김 의원이 확보한 자료에 따르면 한전은 영국 현지 로펌인 피터앤김 컨소시엄에 약 140억 원, 한수원은 법무법인 김앤장 컨소시엄에 약 228억 원을 투입해 총 368억 원이 소송·중재 비용으로 책정됐다.
만약 2년 안에 중재가 결론 나지 않을 경우 소송비용이 훨씬 더 증가할 가능성이 크다.
바라카 원전 사업은 원래 2020년 완공 목표였으나 설계 변경 등으로 공사가 지연되면서 2024년 완공으로 늦춰졌고, 이 과정에서 약 1조4000억 원가량의 추가 비용이 발생한 것으로 알려졌다.
한수원은 주계약자인 한전을 상대로 추가 비용 정산을 요구하며 런던국제중재법원(LCIA)에 제소했고, 양사는 각기 영국 현지 로펌과 컨소시엄을 구성해 법적 대응에 나섰다.
문제는 한전이 한수원의 100% 지분을 보유한 모회사·자회사 관계라는 점과 두 기관 모두 공적 자금 지원을 받는 공기업이라는 점이다.
이에 대해 김동아 의원은 “윤석열 정부가 공기업 간 분쟁을 방치한 결과 외국에서 수백억 원의 국민 혈세가 낭비되는 어처구니없는 상황이 벌어지고 있다”면서 “이번 국정감사에서 한전과 한수원 간 분쟁 문제 해결을 위해 정부와 관련 기관이 어떤 노력을 기울였는지 면밀히 살펴보고 책임을 따질 것”이라고 밝혔다.

Kim, KEPCO invested approximately 14 billion won in a consortium led by the local British law firm Peter & Kim, while KHNP invested approximately 22.8 billion won in a consortium led by the law firm Kim & Chang, totaling 36.8 billion won in litigation and arbitration costs.
If the arbitration is not concluded within two years, the legal costs are likely to increase significantly.
The Barakah nuclear power plant project was originally scheduled for completion in 2020, but design changes and other delays pushed construction back to 2024, reportedly incurring approximately 1.4 trillion won in additional costs.
KHNP filed a lawsuit against KEPCO, the main contractor, at the London Court of International Arbitration (LCIA), demanding payment of the additional costs. Both companies formed a consortium with local law firms in the UK to pursue legal action.
