[브레이크뉴스=배종태 기자] 부산이 일상 가까이에서 문화를 누리는 ‘15분도시’로 변신 중이다. 그 중심에는 시민의 참여와 지역 예술인의 이야기가 있다.
오는 25일 도모헌 다할강연장에서 열리는 토크콘서트 ‘15분도시, 문화예술로 잇다’는 그 변화를 직접 체감할 수 있는 자리다. 부산시와 부산문화재단이 공동으로 마련한 이번 행사는 ‘2025 사회참여예술 컨벤션’의 핵심 프로그램으로 진행된다.
“내 곁의 문화, 내 삶의 이야기”
이번 토크콘서트는 단순한 강연이 아니라, 시민과 예술인이 함께 ‘문화도시 부산’의 현재를 이야기하고 미래를 그리는 공론장이다.
참석자들은 15분도시 정책을 통해 생활권 곳곳에서 문화를 향유하게 된 변화를 나누고, 일상 속 문화가 시민의 행복에 어떤 의미로 다가오는지 함께 토론한다. 현장에서 제시된 시민 목소리는 향후 정책 수립 과정에 반영될 예정이다.
부산 예술인들의 진심 담긴 무대
행사에는 부산과 인연이 깊은 예술인들이 토론자(패널)로 참여한다. ‘미스트롯3’ 우승자이자 부산시 소통홍보대사로 활동 중인 트로트 가수 정서주는 “무대가 멀리 있지 않고 시민 바로 곁에 있다는 게 15분도시의 매력”이라며 “예술이 생활의 일부분이 될 수 있도록 노력하겠다”고 전할 예정이다.
밴드 순순희의 리더 기태는 부산 골목과 지역 축제에서 공연하며 시민과 호흡해 온 뮤지션으로, “동네 작은 공연이 시민들의 일상이 될 때 비로소 도시의 문화는 완성된다”고 말한다.
또한 2022년 부산 청년 월드클래스로 선정된 작곡가 강현민은 지역 청년 예술가의 시선에서, 창작공간의 확대와 지역 문화 기반 강화의 중요성을 이야기할 예정이다.
시민이 주인공이 되는 문화도시
행사에는 생활문화에 관심 있는 시민들이 함께해 자신의 경험을 직접 나누게 된다. 최근 동네 도서관에서 열린 시민 밴드공연이나 커뮤니티 예술 프로젝트 같은 사례가 소개되며, 문화가 ‘특별한 이벤트’가 아닌 ‘평범한 일상’으로 자리 잡아가고 있음을 보여준다.
부산시는 이번 토크콘서트를 시작으로 내달 15분도시의 성과를 시민과 공유하는 다채로운 자리를 마련할 예정이다. ▲11월 8일 삼락생태공원에서 ‘우리동네 예체능’ 행사를 개최해 15분도시 체육 분야의 성과를 시민들이 직접 체험할 수 있도록 하고, ▲11월 말 시청 들락날락에서 15분도시 부산 정책의 종합 성과와 스텝 업(Step-Up) 전략을 공유하는 행사를 개최할 예정이다.
“예술로 이어지는 행복한 도시”
박형준 부산시장은 “부산은 들락날락과 우리동네 사회가치경영(ESG)센터 등 세대별로 어울릴 수 있는 앵커시설을 조성해 왔다”며, “앞으로 예술인 지원과 창작 공간 확충을 통해 시민이 예술을 더 가까이 누릴 수 있는 도시를 만들어가겠다”고 밝혔다.
그는 “문화는 결국 사람 사이의 연결이자 행복의 언어”라며 “부산이 예술로 이어지는 진정한 15분 문화도시로 도약하겠다”고 덧붙였다.

At the heart of this movement are the city’s citizens and local artists working together to reimagine Busan’s cultural landscape.
The city government, in partnership with the Busan Cultural Foundation, will host a talk concert titled “15-Minute City: Linked by Arts and Culture” on October 25 at the Domohon Dahal Lecture Hall. The event forms a key session of the 2025 Socially Engaged Arts Convention, inviting the public to explore how cultural accessibility enhances civic happiness and community connection.
“This isn’t just a lecture—it’s a forum where citizens and artists discuss Busan’s cultural identity and future,” city officials said. Attendees will share experiences shaped by the 15-minute city policy, which aims to make cultural experiences easily accessible across neighborhoods. Insights from citizens will be reflected in upcoming municipal cultural policies.

Local Artists Share Their Voices
Trot singer Jung Seo-joo, winner of Miss Trot 3 and Busan’s communication ambassador, described the effort as a way to bring art closer to everyday life. “In a 15-minute city, the stage is no longer distant—it’s right beside the community,” she said.
Also joining the discussion is Ki Tae, leader of local band Soonsoonhee, known for performing in Busan’s alleys and at community festivals. “When small concerts become part of daily routines, that’s when a city’s culture truly feels alive,” he said.
Composer Kang Hyun-min, recognized in 2022 as a Busan Youth World-Class Talent, will speak on enhancing creative spaces and supporting young artists through stronger local cultural infrastructure.
Citizens and Everyday Culture
Citizens passionate about cultural life are expected to take part in the discussion, sharing their experiences in community art projects such as library concerts and neighborhood-based performances. These examples highlight how culture in Busan is shifting from “special events” to “everyday experiences.”
Busan City plans to follow the upcoming talk concert with a series of events next month to share the achievements of its “15-Minute City” initiative with citizens.
On November 8, the city will host the “Our Neighborhood Sports Day” at Samnak Ecological Park, where residents can experience firsthand the progress made in the sports sector under the 15-minute city policy. Later in the month, an event at Deullak Nallak, inside Busan City Hall, will showcase the overall outcomes of the initiative and outline the city’s Step-Up strategy for future development.
Building an Art-Connected City
Mayor Park Heong-joon emphasized Busan’s commitment to creating inclusive cultural hubs such as Deullak Nallak and the Our Neighborhood ESG Center. “We are expanding support for artists and creative spaces so that citizens can enjoy art more closely in their everyday lives,” Park said. “Culture is the language of connection and happiness. Busan will continue to grow as a truly art-connected 15-minute city.”
