[브레이크뉴스=배종태 기자] 부산시는 지난 23일 웨스틴조선 부산에서 열린 재한유엔기념공원국제관리위원회(CUNMCK) 정기총회에서 ‘유엔기념공원 주변 경관지구 관리방안’에 대해 조건부 동의를 이끌어냈다고 27일 밝혔다.
행사에는 부산시 관계자를 비롯해 유엔기념공원(UNMCK) 관리처, 국제관리위원회 소속 11개국 대사 등 대표들이 참석했으며, 성희엽 시 미래혁신부시장이 직접 현장 투어와 제안 설명을 진행했다. 참석자들은 유엔기념공원의 역사적 가치와 주변 지역의 발전 방향에 대해 심도 있게 논의했다.
경관 훼손 우려에 구체적 관리방안 제시
총회에서 일부 위원은 규제 완화에 따른 개발이 유엔기념공원의 경건성을 훼손할 수 있다고 우려했으나, 시는 건축물의 높이·규모·용도 등을 효율적으로 관리할 지구단위계획을 수립하겠다는 방안을 제시하며 이를 설득했다.
시는 경관지구 해제 이후 지형 여건에 따라 두 개의 구역으로 나눠 건축물 높이를 제한하고, 외관과 용도를 조정해 경건성 훼손을 방지할 계획이다. 또한 상세계획 수립 단계에서 국제관리위원회와 지속적 합의를 이어가는 조건으로 동의를 얻었다.
세계 유일의 유엔 공식 묘지, 역사적 의미 강조
유엔기념공원은 한국전쟁 당시 전사한 유엔군 장병이 안장된 세계 유일의 유엔 공식 묘지다. 현재 14개국 2,333명의 전사자가 묻혀 있으며, 세계 평화와 인류 희생을 기리는 국제적 상징 공간이다.
1951년부터 조성된 묘지는 대한민국이 유엔에 영구 기증했으며, 유엔총회 결의에 따라 재한유엔기념공원국제관리위원회가 관리하고 있다. 1959년 체결된 대한민국과 유엔 간 협약에 따라 공원 부지는 존엄성을 해치지 않는 용도로만 이용 가능하며, 1971년 지정된 경관지구는 현재까지 유지되어 왔다. 경관지구 조정이나 완화에는 국제관리위원회의 합의가 필수다.
2021년부터 꾸준한 협의, 2024년 이후 본격 성과
부산시는 2021년부터 유엔기념공원 주변 지역의 정비 필요성과 경관지구 조정 필요성을 꾸준히 국제관리위원회에 제기해 왔다. 2024년 말부터는 관할 기초지자체와 함께 협의 과정에 직접 참여해 실무 논의를 주도하며 이번 조건부 동의를 이끌어냈다.
도시재생과 세계유산 가치 조화 추진
시는 이번 합의를 기반으로 유엔기념공원의 존엄성과 상징성을 보존하는 범위 내에서 도시 기능 회복과 주거환경 개선을 병행하는 합리적 도시관리계획을 마련할 계획이다.

남구청은 2026년 상반기 도시관리계획 입안을 위한 용역에 착수하고, 이후 하반기부터 시가 결정 절차를 추진한다. 시는 이번 성과가 2026년 부산에서 열리는 세계유산위원회 제50차 총회를 앞두고 유엔기념공원 일대 정비와 도시환경 개선에 긍정적 영향을 미칠 것으로 기대하고 있다.
“참전용사들의 희생 가치 더욱 빛나길”
국제관리위원회는 조건부 동의와 함께 “대한민국의 경제적 번영과 지역 발전이 참전용사들의 희생을 증명하는 산 증거라는 점을 깊이 인식하며, 이번 계획이 그들의 숭고한 뜻을 더욱 빛내길 바란다”고 전했다.
박형준 시장은 “유엔기념공원은 세계 평화의 상징이며, 이번 합의는 그 존엄성을 지키면서 시민이 체감할 수 있는 도시재생을 실현하는 중요한 계기”라며 “국제관리위원회와의 합의를 성실히 이행해 세계유산의 가치와 주거환경 개선이 조화를 이루는 도시로 발전시키겠다”고 말했다.
Busan Secures Conditional Approval for UN Memorial Cemetery Zone Plan

Busan City announced on October 27 that it had obtained conditional approval for its “UN Memorial Cemetery Surrounding Landscape District Management Plan” from the Committee for the United Nations Memorial Cemetery in Korea (CUNMCK) during the committee’s regular general meeting held on October 23 at the Westin Josun Busan.
The meeting brought together representatives from Busan City, the UN Memorial Cemetery (UNMCK) Management Office, and ambassadors from 11 member countries of the CUNMCK. Deputy Mayor for Future Innovation, Sung Hee-yeop, led the on-site tour and presented the city’s proposal. Participants discussed the historical importance of the UN Memorial Cemetery and future development directions for the surrounding area.
Addressing Concerns over Development and Sanctity
Some committee members expressed concern that easing development restrictions could undermine the cemetery’s reverence. The city responded by outlining a detailed district management plan that would control building height, scale, and land use to ensure the preservation of the area’s solemn atmosphere.
Under the plan, the area will be divided into two zones according to terrain conditions, with limits set on building height and exterior design. The city also pledged ongoing consultation with the CUNMCK throughout the detailed planning phase, which became a key condition for the committee’s approval.
A Global Symbol of Peace and Sacrifice
The UN Memorial Cemetery in Korea is the world’s only officially recognized United Nations cemetery, serving as the final resting place for UN troops who died during the Korean War. It holds the remains of 2,333 soldiers from 14 nations, including 11 member countries of the CUNMCK.
Established in 1951 and permanently bestowed by the Republic of Korea to the United Nations, the cemetery is managed under the supervision of the CUNMCK in accordance with a UN General Assembly resolution. A 1959 agreement between Korea and the UN stipulates that the land must not be used for purposes that would compromise its sanctity. The surrounding landscape district, designated in 1971, has been strictly preserved ever since, and any adjustment requires the consent of the CUNMCK.
Years of Negotiation Lead to Breakthrough
Since 2021, Busan City has consistently sought the committee’s cooperation to improve urban management around the cemetery. Beginning in late 2024, the city worked closely with the relevant district office, taking a direct role in negotiations and leading practical discussions that ultimately resulted in the conditional approval.
Urban Renewal and Heritage Preservation in Harmony
Building upon the agreement, the city plans to devise a balanced urban management strategy that protects the dignity and symbolism of the UN Memorial Cemetery while revitalizing urban functions and improving residential conditions.
In the first half of 2026, the Nam-gu District Office will launch a service project to draft the urban management plan, with final decisions expected in the second half of 2026. The city expects the plan to positively contribute to both the improvement of the surrounding urban environment and the successful hosting of the 50th session of the World Heritage Committee in Busan the same year.
CUNMCK and Mayor Park Emphasize Shared Values
In approving the plan, the CUNMCK noted that “the Republic of Korea’s prosperity and regional development stand as living proof of the sacrifices made by UN veterans” and expressed hope that the new plan would further honor their noble legacy.
Mayor Park Heong-joon said, “The UN Memorial Cemetery is a symbol of world peace. This agreement marks an important step toward achieving urban regeneration that citizens can truly feel, while maintaining the cemetery’s dignity. The city will faithfully implement the agreement with the CUNMCK and advance as a city where heritage values and quality of life coexist in harmony.”
