이재명 대통령이 29일 "미국 방위 부담을 줄이기 위해 대한민국 방위 산업 지원·방위비 증액을 확실히 해나가겠다"고 밝혔다.
이 대통령은 이날 오후 경북 경주박물관에서 '2025 APEC(아시아태평양경제협력체) 정상회의' 계기로 열린 한·미 양자회담 모두 발언에서 "앞으로 한·미 관계는 동맹 현대화·미래형 포괄적 전략동맹으로 발전해야 한다 생각한다"며 이같이 말했다.
그러면서 "대한민국 현 방위비 지출 수준은 북의 1년 국내총생산(GDP) 1.4배에 이를 정도로 압도적으로 많다"며 "지금으로선 부족하지 않으나 방위비 증액을 통해 자체적 방위 역량은 대폭 키울 생각"이라고 했다.
또 "핵 추진 잠수함 연료를 우리가 공급받을 수 있도록 대통령께서 결단해 달라"며 핵 추진 잠수함 연료인 고농축 우라늄의 자체 조달을 위한 원자력 협정 개정을 요청한 것이다.
현 협정은 한국의 군사적 목적 핵연료 사용을 제한하고 있는 가운데 20% 미만 저농축 우라늄 또한 미국 동의가 있을 경우만 자체 생산·활용할 수 있다.
이어 "우리가 핵무기를 적재한 잠수함을 만드는 게 아닌 디젤 잠수함이 잠항 능력이 떨어져 북·중 잠수함 추적 활동에 제한이 있다"며 "가능하다면 연료 공급을 허용해 주면 우리 기술로 재래식 무기 탑재 잠수함을 여러 척 건조해 한반도 동·서해에서 해역 방어 활동을 하면 미국 부담도 상당히 많이 줄어들 것"이라고 했다.
더불어 "이미 지지해준 걸로 이해하나 사용 후 핵연료 재처리·우라늄 농축 부분에 대해 실질 협의가 진척될 수 있도록 지시해주면 조금 더 빠른 속도로 문제가 해결될 수 있을 것 같다"고 했다.
이 대통령은 "대한민국도 대미 투자 확대를 통해 미 제조업 부흥을 지원하고 조선 협력도 적극 해나가겠다"며 "그게 대한민국 경제에도 도움되며 미 경제 발전에도 도움 될 뿐 아닌 오랜 한·미동맹 심화에 크게 도움 될 것"이라고 했다.
또 북·미 정상회담 관련해 "김정은 북한 노동당 총비서가 (트럼프) 대통령 진심을 아직 제대로 다 수용 못해 불발되긴 했다"며 "(트럼프) 대통령이 김 총비서와의 회담을 요청하고, 언제든 받아들일 수 있다 말한 건 그 자체 만으로도 한반도에 상당한 온기를 만들어 내는 것"이라고 했다.
그러면서 "이것도 하나의 씨앗이 돼 한반도의 거대한 평화 물결을 만드는 단초가 될 것"이라며 "우리는 큰 기대를 갖고 대통령의 앞으로의 활동을 지켜보겠다"고 덧붙였다.
