경기도의회 미래과학협력위원회 김철현 의원(국민의힘, 안양2)이 좌장을 맡아 지난 10월 31일 한국광기술원 경기지역연구단에서 ‘경기도 광융합산업 발전을 위한 정책토론회’를 진행했다.
이번 토론회는 경기도와 경기도의회가 공동 주최한 ‘2025 경기 정책토론회’의 일환으로, 경기도 광융합산업의 중장기 전략과 산업 생태계 강화 방안을 모색하기 위해 마련됐다.
김철현 의원은 인사말에서 “광융합산업은 반도체·ICT·AI 기술이 융합해 새로운 가치를 창출하는 미래 산업”이라며 “한국광기술원 경기분원 설립으로 경기도가 광융합산업의 중심지로 도약할 기반이 마련됐다”고 강조했다.
주제 발표를 맡은 황성환 한국광기술원 전략기획본부장은 “AI·반도체·모빌리티·XR 등과 결합한 광융합 기술을 경기도의 전략산업으로 육성해야 한다”며, “‘AI+光’ 자율제조 혁신과 고집적 광반도체·차세대 네트워크 기반의 글로벌 K-포토닉스 생태계 구축이 필요하다”고 제언했다.
토론에 나선 김장선 경기광융합기업협의회 회장은 “기술혁신과 인력양성, 사업화 지원을 체계화하고 기업협의회와 연구지원단이 현장 중심의 혁신 플랫폼으로 역할을 강화해야 한다”고 말했다.
이광훈 경기지역연구지원단 단장은 “R&D·실증·인증·인력양성 기능을 강화해 지속가능한 산업 생태계를 만들어야 한다”고 제안했다.
송장근 성균관대 교수는 “대학이 인재양성과 원천기술 개발의 거점으로서 산학 협력을 확대해야 한다”고 강조했다.
박민경 경기도 미래성장산업국 반도체산업과장은 “광융합산업은 중소기업 경쟁력과 일자리 창출의 핵심 동력”이라며 “비전과 목표를 담은 장기 로드맵을 마련해 ‘경기도형 광융합 생태계’를 조성하겠다”고 밝혔다.
김철현 의원은 “광융합산업은 반도체·AI·디스플레이 산업을 뒷받침하는 핵심 산업”이라며 “경기도의회와 도, 산업계가 협력해 경기도를 명실상부한 광융합산업 중심지로 만들겠다”고 말했다.
이날 토론회에는 김진경 경기도의회 의장, 김동연 경기도지사, 백현종 국민의힘 대표의원, 이제영 미래과학협력위원장, 신용진 한국광기술원 원장 등이 참석해 축사를 통해 광융합산업의 중요성을 강조했다.

The "Policy Forum for the Development of Gyeonggi Province's Photonics Convergence Industry," moderated by Gyeonggi Provincial Council Future Science Cooperation Committee Member Kim Cheol-hyun (People Power Party, Anyang 2), was held on October 31st at the Gyeonggi Regional Research Center of the Korea Photonics Technology Institute.
This forum, part of the "2025 Gyeonggi Policy Forum," co-hosted by Gyeonggi Province and the Gyeonggi Provincial Council, was designed to explore mid- to long-term strategies for the province's photonics convergence industry and ways to strengthen its industrial ecosystem.
In his opening remarks, Council Member Kim Cheol-hyun emphasized, "The photonics convergence industry is a future industry that creates new value through the convergence of semiconductors, ICT, and AI technologies. The establishment of the Gyeonggi branch of the Korea Photonics Technology Institute has laid the foundation for Gyeonggi Province to become a hub for the photonics convergence industry."
Hwang Seong-hwan, Director of the Strategic Planning Division at the Korea Institute of Photonics Technology (KOPTO), who presented the topic, stated, "We must foster photonic convergence technologies combining AI, semiconductors, mobility, and XR as a strategic industry for Gyeonggi Province." He added, "We need to build a global K-photonics ecosystem based on 'AI+Photonic' autonomous manufacturing innovation, highly integrated photonic semiconductors, and next-generation networks."
During the discussion, Kim Jang-seon, Chairman of the Gyeonggi Photonic Convergence Enterprise Council, stated, "We need to systematize technological innovation, human resource development, and commercialization support, and strengthen the role of the enterprise council and research support team as field-oriented innovation platforms."
Lee Gwang-hoon, Director of the Gyeonggi Regional Research Support Team, suggested, "We need to strengthen R&D, verification, certification, and human resource development to create a sustainable industrial ecosystem."
Song Jang-geun, Professor at Sungkyunkwan University, emphasized, "Universities should expand industry-academia cooperation as hubs for talent development and fundamental technology development."
Park Min-kyung, head of the Semiconductor Industry Division of the Gyeonggi Province Future Growth Industry Bureau, stated, "The optical convergence industry is a key driving force for SME competitiveness and job creation. We will establish a long-term roadmap with a vision and goals to create a 'Gyeonggi-style optical convergence ecosystem.'"
Councilmember Kim Cheol-hyun stated, "The optical convergence industry is a key industry supporting the semiconductor, AI, and display industries. The Gyeonggi Provincial Council, the province, and the industry will work together to make Gyeonggi Province a true hub for the optical convergence industry."
Attendees at the forum included Provincial Council Speaker Kim Jin-kyung, Gyeonggi Province Governor Kim Dong-yeon, People Power Party Representative Baek Hyun-jong, Future Science Cooperation Committee Chairman Lee Je-young, and Korea Institute of Photonics Technology President Shin Yong-jin, who emphasized the importance of the optical convergence industry.
