【브레이크뉴스 경북】진예솔 기자=포항시가 고용노동부로부터 ‘고용위기 선제대응지역’으로 새롭게 지정되면서 정부 차원의 지원을 받을 수 있는 발판을 마련했다.
더불어민주당 경북도당은 19일 논평을 내고, 이번 신규 지정을 환영한다고 밝혔다.
포항시는 앞서 지난 8월 산업위기 선제대응지역으로 지정된 데 이어 이번에는 고용위기 선제대응지역에도 이름을 올리게 됐다.
민주당은 이번 지정에 대해 “장기간 이어진 철강 경기 침체와 대외 통상 환경의 불확실성 등으로 인해 고용 불안정이 심화된 포항 지역의 현실을 정부가 선제적으로 인지하고, 종합적인 지원 방안을 약속한 것”이라며 큰 의미를 부여했다.
특히 오중기 더불어민주당 포항북 지역위원장과 박희정 포항남울릉 지역위원장은 그동안 철강산업 위기 대응과 관련해 포항 지역의 지정 필요성을 지속적으로 강조해왔으며, 지난 9월 대구·경북 예산정책협의회에서도 정부와 당에 적극적인 검토를 요청한 바 있다.
최근 포항시는 포스코 포항제철소가 창사 이래 첫 적자를 기록한 데다, 중국산 철강과의 가격 경쟁 심화, 미국·유럽연합의 철강 관세 부과 등 복합적인 악재로 지역 경제와 주민 고용에 심각한 타격을 받아왔다.
고용위기 선제대응지역으로 지정됨에 따라, 포항 지역 근로자들은 내일배움카드 훈련비 지원 한도 상향, 생활안정자금과 임금체불 근로자 생계비 융자 증액, 직업훈련 생계비 대부 한도 상향 등 실질적인 지원을 받을 수 있다. 기업에는 고용유지지원금 휴업수당 지원 비율이 높아지고, 사업주 직업훈련비 지원도 확대된다.
더불어민주당 경북도당은 “이번 지정을 통해 포항시가 산업과 고용이라는 이중 안전망을 갖추는 계기를 마련했다”며 “정부가 약속한 지원책이 신속히 집행돼 지역의 어려움을 극복하고, 미래 성장동력을 확보하길 기대한다”고 강조했다.

Pohang City has been newly designated as a "Preemptive Employment Crisis Response Area" by the Ministry of Employment and Labor, paving the way for government support.
The Gyeongbuk Provincial Chapter of the Democratic Party of Korea released a statement on the 19th, welcoming this new designation.
Pohang City was previously designated as a Preemptive Industrial Crisis Response Area in August, and now it has been added to the list of Preemptive Employment Crisis Response Areas.
The Democratic Party emphasized the significance of this designation, stating, "The government has proactively recognized the reality of the Pohang region, where employment instability has worsened due to the prolonged steel industry slump and uncertainties in the external trade environment, and has pledged comprehensive support measures."
In particular, Oh Joong-ki, the Pohang North Regional Committee Chairperson, and Park Hee-jung, the Pohang South Ulleung Regional Committee Chairperson, have consistently emphasized the need for Pohang's designation in response to the steel industry crisis. They also requested active consideration by the government and the party at the Daegu-Gyeongbuk Budget Policy Council meeting in September.
Recently, Pohang City has suffered a serious blow to the local economy and employment due to a combination of adverse factors, including the first deficit since POSCO's Pohang Steelworks' founding, intensifying price competition with Chinese steel, and the imposition of steel tariffs by the US and the European Union.
With the designation as a preemptive employment crisis response area, Pohang workers will receive practical support, including increased training expense support limits for the Tomorrow Learning Card, increased livelihood stabilization funds and loans for unpaid wages, and increased loan limits for job training expenses. Companies will also receive increased support for employment maintenance subsidies and temporary layoffs, and expanded support for job training expenses for employers.
The Gyeongbuk Provincial Chapter of the Democratic Party of Korea emphasized, "This designation provides an opportunity for Pohang City to establish a dual safety net for both industry and employment. We hope that the government's promised support measures will be swiftly implemented to overcome the region's challenges and secure future growth engines."
