전국시도교육감협의회, 통영서 제105회 총회 개최

【브레이크뉴스 대구】진예솔 기자=전국시도교육감협의회(회장 강은희 대구광역시교육감)가 20일 경남 통영 스탠포드호텔앤리조트에서 제105회 총회를 개최했다. 

이번 총회에는 전국 시도교육감과 교육청 관계자 등 약 200명이 참석해 학부모 교육참여 법제화 등 총 8건의 안건을 심의·의결했다.

주요 안건으로는 ▲학부모 교육참여 법제화 건의 ▲교육활동 중 안전사고 발생 시 교원 책임 면책 보장 ▲NEIS 시스템 개선을 통한 교원의 영리업무 및 과외교습 원천 차단 ▲사립학교 사무직원 보수·복무 관련 사립학교법 개정 건의 ▲학교폭력예방법 개정을 통한 관계회복 프로그램 실효성 제고 ▲협의회 규약 일부 개정 ▲2025년도 제2회 추가경정예산(안) ▲2026년도 세입·세출 예산(안) 등이 포함됐다.

총회에서는 4개 시도교육청의 우수사례 발표도 이뤄졌다. 경남교육청은 ‘학교급식연구소 맛봄’ 설립 사례를, 서울교육청은 사물인터넷(IoT)을 활용한 노후건축물 안전점검 효율화 방안을 소개했다. 울산교육청은 지역사회와 협력한 학생맞춤통합지원 체계 구축 성과를, 제주교육청은 학교안전경찰관제 운영 사례를 발표하며 현장 경험을 공유했다.

이 밖에도 대학수학능력시험 부정행위 현황과 대응방안, 고등·평생교육지원특별회계 도입·연장 경과 등이 주요 교육의제로 다뤄졌다. 특히 종료령 이후 답안 작성, 시험장 반입 금지 물품 소지 등 반복되는 부정행위에 대한 예방책과 홍보·교육 방안이 논의됐다. 협의회 측은 지방교육재정 확충을 위한 법안 심의와 예산안 제출 등에도 지속적으로 노력을 기울이고 있다고 밝혔다.

강은희 협의회장은 “교육자치 안에서 우리가 지향해야 할 가치와 미래에 대한 답을 찾아야 한다”면서 “교육 구성원들 사이의 신뢰와 화합이 미래교육 혁신의 원동력이 될 것”이라고 강조했다. 이어 “변화를 두려워하지 않고, 함께 미래를 주도할 교육환경을 만들어가자”고 말했다.

The Gyeongnam Office of Education shared its experience establishing the "School Lunch Research Institute Tasting," while the Seoul Office of Education presented a plan to streamline safety inspections of aging buildings using the Internet of Things (IoT). The Ulsan Office of Education presented the results of establishing a customized integrated student support system in collaboration with the local community, and the Jeju Office of Education shared its field experience by presenting the operation of the School Safety Police Control System.

Other key educational topics covered included the current status of cheating on the College Scholastic Ability Test (CSAT) and countermeasures, as well as the progress made on the introduction and extension of the Special Account for Higher Education and Lifelong Education Support. In particular, preventative measures, publicity, and education strategies were discussed to address recurring cheating, such as writing answers after the end of the exam period and carrying prohibited items into the testing room. The council also stated that it is continuing its efforts to review bills and submit budget proposals to expand local education funding.

Council Chairwoman Kang Eun-hee emphasized, "Within educational autonomy, we must find the values ​​we should pursue and the answers to our future goals." She added, "Trust and harmony among educators will be the driving force behind future educational innovation."
