내년 1월부터 유럽연합(EU)의 탄소국경조정제도(CBAM)가 본격 시행되면서 철강 등 6개 품목에 탄소 배출량만큼 비용이 부과되는 '탄소 무역 시대'가 현실화되고 있다. 관세처럼 상품 가격을 상승시켜 국내 기업의 가격 경쟁력을 흔들 수 있는 만큼, 미국과의 관세 협상 일단락에도 불구하고 새로운 글로벌 탄소 장벽에 대한 시급한 대책 마련이 요구되고 있다.

이러한 위기 상황 속에서, 국제 기후환경 NGO인 (사)푸른아시아가 세계자원연구소(World Resources Institute, WRI)와 계약을 체결하고 국제 온실가스(GHG) 산정·보고·검증(MRV)을 위한 글로벌 표준인 '온실가스 프로토콜(Greenhouse Gas Protocol, GHG 프로토콜)'의 공식 한국어 번역본을 내놓았다.
GHG 프로토콜은 온실가스 MRV를 위한 글로벌 표준으로, 총 7개 표준과 10개 지침으로 구성되어 있다. 푸른아시아는 우선 '기업 온실가스 회계 및 보고 표준(기업 표준)'을 번역본으로 공개했으며, 내년 상반기까지 나머지 표준과 지침을 순차적으로 발간할 예정이다.

오기출 푸른아시아 상임이사는 “탄소 무역 시대가 본격화되면서 글로벌 온실가스 표준에 따라 산정․보고하지 않으면 수출, 투자 등을 하는 기업은 죽고 사는 문제가 될 수 있습니다. 글로벌 탄소 장벽을 넘기 위한 정부, 기업 등의 실무진 역량 개발이 시급한 상황입니다.”라고 강조했다.
'Scope 3' 활용도 급증그동안 일부 국내 기업들은 국내 기준에 따라 온실가스 MRV를 시행해왔으나, 글로벌 탄소 규제는 국제 표준인 GHG 프로토콜 채택을 요구하고 있다. GHG 프로토콜은 각종 탄소 규제 대응은 물론, 국제회계기준(IFRS) 산하 국제지속가능성기준위원회(ISSB)가 지정한 기후 관련 공시(IFRS S2) 기준 측정 및 공시 요구사항에 활용이 명시될 정도로 ESG 공시의 핵심 표준으로 자리 잡았다. 'RE100(재생에너지 100%)' 측정·보고와 영국 수출 전기차 보조금 필수 요건인 과학기반 감축목표 이니셔티브(SBTi) 승인에도 핵심적으로 활용된다.
최근에는 기후위기 심화로 인해 온실가스 배출량 산정 기준이 강화되면서, 기업의 공급망 전반에서 발생하는 간접 배출량인 Scope 3의 활용 폭이 넓어지고 있어 번역본 출시에 대한 주목도가 더욱 높아지고 있다. Scope 3 번역본이 나오면 국내 기업들이 국제 요구사항에 보다 수월하게 대응할 수 있을 전망이다.
