몰타에서 외국인이 직업적·사회적 입지를 구축하는 과정은
여러 요인으로 인해 쉽지 않을 수 있다.
작은 사회 구조 특성상 기존 네트워크가 매우 견고하게 형성되어 있으며,
이로 인해 외부인이 자연스럽게 핵심 관계망에 편입되기까지 시간이 오래 걸리거나
장벽이 존재하는 듯한 느낌을 받을 때가 있다.
또한 일부 상황에서는 경제적 이해가 인간관계나
협력의 주요 기준으로 작용하는 모습을 볼 수 있으며,
약속이나 협의가 비교적 유연하게 다뤄지는 사례도 경험하게 된다.
이러한 특징은 개인 관계뿐만 아니라
사회·행정·정치 구조에서도 관찰된다는 의견이 있어
외국인에게는 예측 가능성이 낮게 느껴질 수 있다.
한편으로는 조용하고 성실하게 자신들의 역할을 다하는 사람들도 많지만,
작은 사회 특유의 목소리 큰 소수 그룹이 영향력을 크게 행사하는 경향 때문에
그런 이들이 상대적으로 눈에 띄지 않는 경우도 있다.
몰타의 문제점
겉으로는 민주적,

당연히 외국인 입장에서는 전혀 민주적으로 보이지 않음

몰타 사회의 가장 강한 특징 중 하나는
내부 결속이 절대적이고 외부인은 기본적으로 배제되는 구조다.
타인이 왜 불만인지, 왜 답답한지를
진심으로 이해하려는 태도 자체가 부족한 경우가 많다.

끼리 자연스럽게 권력이 집중된다.
이런 구조는 변화를 극도로 싫어한다.

몰타인들은 상호 신뢰를
가족·학교·지역 기반에서 쌓아왔기 때문에
외국인이 “절차를 따르자”고 요구하면
그 자체를 공격이나 간섭으로 받아들이기도 한다.

among more vocal or visible groups,
which can sometimes overshadow
the contributions of those who are less outspoken
Democratic in appearance, but driven by internal agreements
Malta has Western-style democratic procedures on the surface,
but in reality, decisions are often made through
pre-meetings among a small inner group,
and then simply formalized during the official meeting.
For foreigners, this system naturally feels far from democratic.
A strong “us-first” culture that overlooks foreign perspectives
One of the strongest characteristics of Maltese society
is that internal bonds are extremely tight,
while outsiders are generally excluded.
As a result, people often lack the willingness
or ability to genuinely understand
why foreigners feel frustrated or uncomfortable.
Concentration of power in a small society
Because the population is small and social networks are very dense,
power tends to concentrate among:
- long-standing members
- influential individuals
- people who share
- the same political background, school, or family connections.
Such structures strongly resist change.
Cultural rigidity based on “this is how we’ve always done it”
Maltese trust is built through family, school, and local community connections.
So when foreigners ask for proper procedures or transparency,
it is sometimes perceived as interference or criticism
rather than a reasonable request.

マルタは表面上、西欧型の民主的な手続きを備えていますが、
実際には ごく少数の内輪グループによる事前合意 がほとんどで、
公式の会議ではそれを形式的に承認するだけの場合が多いです。
外国人から見ると、とても民主的とは感じられません。
“内輪意識” が強く、外国人の視点が考慮されにくい
マルタ社会の大きな特徴のひとつは、
内部の結束が非常に強い一方で、
外部の人は基本的に排除されるという点です。
そのため、外国人がなぜ不満を持つのか、なぜ困っているのかを
本気で理解しようとする姿勢が欠けていることがあります。
小さな社会における権力の集中
人口が少なく、人間関係が密接であるため、権力は自然と
- 長くいるメンバー
- 影響力のある人物
- 同じ政治的背景・学校・家系
といった人々に集中しがちです。
こうした構造は変化を非常に嫌います。

マルタでは、家族・学校・
地域コミュニティのつながりによって信頼関係が築かれます。
そのため、外国人が手続き遵守や透明性を求めると、
合理的な要望としてではなく、
干渉や批判と受け取られてしまうことがあります。
