안양시의 청년 시정참여가 눈에 띄게 증가하고 있다. 2023년 경기도 최초로 도입된 ‘안양시 청년인재등록시스템’이 적극적인 참여 기반을 마련한 결과로 평가된다.
안양시 청년인재등록시스템은 김도현 의원(민주당, 안양사)이 개정한 ‘안양시 청년 기본 조례’에 따라 구축됐다. 안양시에 거주하거나 재학·재직 중인 만 19~39세 청년들이 자발적으로 등록하면, 시정 전반에 대한 청년 참여를 지원하는 데이터 기반 시스템이다.
김도현 의원은 “과거 청년들은 시정에 참여할 기회가 제한적이었고, 시 역시 다양한 청년들과 접점을 만들기 어려웠다”며, “관심 분야와 전문성을 기반으로 각종 위원회와 정책 과정에 청년이 직접 참여할 수 있도록 플랫폼을 설계했다”고 설명했다.

실제 안양시는 청년인재 데이터를 활용해 청년위원 참여를 폭넓게 확대하고 있다. 2025년에는 청년정책조정위원회, 지속가능발전위원회, 남북교류협력위원회 등 정책 분야를 비롯해 안양춤축제추진위원회, 안양청년축제기획단, 문화예술위원회 등 문화예술 분야, 평생교육협의회와 환경교육위원회 등 교육 분야, 계약심의위원회와 도시재생위원회 등 전문 분야까지 폭넓게 청년 참여가 이뤄지고 있다.
김도현 의원은 “지난 2년 8개월 동안 1,475명이 시스템에 등록했고, 그 중 20%인 299명이 위원회 위원, 자문위원, 심사위원, 강사 등으로 시정에 참여했다”며 “청년들이 단순히 청년정책 참고인이 아니라 시정 전반에서 시민 당사자로 참여하고 있다는 점이 안양형 모델의 차별성”이라고 강조했다.
2025년 10월 31일 기준 안양시 인구는 56만3,591명이며, 이중 만 19~39세 청년은 15만6,320명으로 전체의 27.7%를 차지한다. 안양시 청년정책관은 청년인구의 약 2% 수준으로 인재풀을 유지하고, 향후 각종 위원회 구성에서 청년 비율을 10% 이상으로 확대할 계획이다.

As of October 31, 2025, Anyang City's population was 563,591, of which 156,320, or 27.7%, are aged 19-39. Anyang City's Youth Policy Director plans to maintain a talent pool of approximately 2% of the youth population and increase the proportion of youth in various committees to over 10% in the future.
