이재명 대통령이 8일 지방시대위원회 업무 보고에서 "지금처럼 계속 수도권 집중이 이어지면 향후 비효율이 정말 감당 안 될 것 같고, 지금도 사실 엄청난 비효율이 발생하고 있다"고 주장했다.
대통령실에 따르면 이 대통령은 이날 오후 용산 대통령실에서 '5극 3특 국토 공간 대전환, 대한민국을 넓게 쓰겠습니다' 주제로 열린 지방시대위 보고회에서 이같이 말했다.
그러면서 "땅덩이 큰 나라 대비 고속철도 한 두시간 거리는 먼 거리도 아니다"며 "상대적으로 수도권 외 나머지는 다 지방·지역처럼 멀리 느껴지고, 영남·호남·충청·강원에 새 기회를 만들어야 할 것 같다"고 했다.
또 "정부서 똑같은 조건 재정 배분 시 지방에 인센티브 주는 수도권과의 거리에 따라 더 가중 인센티브를 주는 방식도 동원하며 좀 더 체계적으로 만들 것"이라며 "재정 배분뿐만 아닌 국가 정책 결정도 수도권서 거리가 멀수록 좀 더 가중치를 두는 것도 강력 추진해 나가겠다"고 했다.
이어 "행정 통합·연합 문제든 꼭 마지막에 정치적 이해관계 때문에 발목 잡히는 경우가 많은 것 같다"며 "정치하는 사람이긴 하나 약간 벗어나 줘야 한다"고 했다.
더불어 "시청을 두 군데 두고 복수로 둘 수 있지 않나"라며 "행정 관청 소재지를 반드시 1개 주소에 둬야 한다는 것도 도그마 같으며 양쪽에 걸쳐 있을 수도 있는 것"이라고 했다.
김경수 지방시대위원장은 "5극 3특 추진의 가장 핵심 과제는 지역 경제를 어떻게 살릴 거냐에 달려 있다"며 "지역 경제를 살리기 위해 권역별 대기업 투자를 통해 전략 산업·성장 엔진을 육성하는 것"이라고 했다.
또 "한·미 관세협상 타결 후 주요 대기업이 1400조에 달하는 국내 투자를 약속했다"며 "대기업의 1400조 국내 투자는 5극 3특 균형 성장 마중물이 될 것"이라고 했다.
