【브레이크뉴스 포항】박영재 기자=포항시의회(의장 김일만)가 지난 12월 23일 제327회 제2차 정례회를 끝으로 2025년 의정활동을 공식 마무리했다. ‘신뢰받는 의정, 힘이 되는 의회’를 목표로 출범한 제9대 후반기 시의회는 올 한 해 지역 현안 해결과 시민 삶의 질 향상에 방점을 두고 쉼 없는 의정활동을 이어왔다.
철강경기 침체와 지역경제 위축, 인구 감소 등 복합 위기 속에서도 시의회는 현장 방문과 정책 연구를 강화하며 지역 문제 해결에 주력했다. 단순한 의결기구를 넘어 정책 대안을 제시하는 ‘일하는 의회’ 구현에 힘을 쏟았다는 평가다.
올해 시의회는 정례회 2회, 총 100일간의 회기를 운영하며 조례 제·개정안 98건, 예산·결산안 11건 등 총 234건의 안건을 심의·의결했다. 이 가운데 의원발의 조례는 26건으로, 생활 밀착형 입법이 두드러졌다.
이동노동자 권익 증진, 여성청소년 보건위생물품 지원, 초등학교 입학준비금 지원, 청년·신혼부부 임대주택 지원, 공공심야약국 운영, 중대재해 예방 등 시민 생활과 직결된 조례들이 잇따라 제정되며 제도적 기반을 다졌다.
시정 전반에 대한 견제 기능 역시 한층 강화됐다. 시정질문 12건과 5분 자유발언 63건을 통해 행정의 문제점을 짚고 개선 방향을 제시했으며, 행정사무감사와 공익감사 청구를 통해 책임 행정을 요구했다.
또한 미국 철강제품 관세 부과 대응 촉구, 포항촉발지진 정신적 피해 배상에 대한 국가 책임 이행 촉구, 군소음 피해지역 공정보상 촉구 등 3건의 결의안을 채택해 지역 현안을 중앙정부와 국회에 전달했다.
7개 의원연구단체는 전문가들과 함께 정책 간담회와 연구용역을 진행하며 실효성 있는 정책 대안을 모색했다. 아울러 의회 홈페이지와 유튜브, SNS 채널을 활용한 소통 강화, 행정사무감사 시민 제보, 주민조례청구제도 홍보 등 시민 참여 확대에도 주력했다.
김일만 의장은 “한 해 동안 시의회를 응원해주신 시민 여러분께 감사드린다”며 “2026년 병오년 새해에도 용광로의 불꽃처럼 포항시의회는 시민의 행복과 지역 번영을 위해 멈추지 않고 달리겠다”고 밝혔다.
