[브레이크뉴스=김완영 기자] 대한행정사회 이천시지회(지회장 김범기)와 이천시(시장 김경희)가 전국 지방자치단체 중 최초로 ‘공익행정사’ 제도를 도입해 운영에 들어갔다.
이천시지회에 따르면 “행정사법 26조의3(행정사회의 공익활동 의무) 행정사회는 취약계층의 지원 등 공익활동에 적극 참여하여야 한다. 즉 행정절차가 복잡하고 어려워 도움이 필요한 시민들에게 행정전문가의 무료 상담을 제공하고자 하는 것이다”라고 설명했다.
그래서, 이천시는 지난 26일 전문성과 봉사정신을 갖춘 김범기, 김재홍, 곽영홍, 박로빈주, 박재완, 정상수 행정사를 시장 명의의 ‘공익행정사 위촉식’을 열었다.
이번에 위촉된 공익행정사는 “소외계층과 장애인, 탈북민과 다문화가정, 저소득층 경로자, 6·25 참전유공자, 외국인, 청년 창업자 등 행정 사각지대에 놓이기 쉬운 시민들을 우선 지원한다.”라는 목표로 시행에 들어갔다.

김범기 행정사회 회장은 “이천시의 선도적인 출발이 다른 지방자치단체에도 좋은 모델이 될 것이며, 이 제도는 사회적 약자를 지원하는 것으로 지자체의 장이 위촉해야 맞는 것이다”라고 전했다.
한편 행정사회 소속 모 행정사는 “이천시지회와 이천시의 공익행정사는 좋은 모델이다. 다만, 이는 지자체의 위임사무에 해당하므로 향후에는 예산지원을 통한 사회적 약자활동에 더 적극적인 시스템 마련이 필요하다”라고 전했다.
