여러분, 반갑습니다. 충청남도지사 김태흠입니다. 많은 변화와 성장 속에 한 해를 마무리하고, 병오년(丙午年) 붉은 말의 해를 맞았습니다. 새해에는 도민 여러분의 일상에 활력과 희망이 함께하길 바랍니다.
제가 취임하면서 도민 여러분께 ‘힘쎈충남을 실현하겠다’, ‘충남의 새 역사를 쓰겠다’는 말씀을 드렸습니다. 지난 시간을 돌아보면, 그 말이 부끄럽지 않도록 최선을 다해왔으며, 힘쎈충남답게 역대급 성장과 변화를 이뤄냈다고 자부합니다.
무엇보다 충남의 근본적인 체질을 역동적이고 파워풀하게 바꿔왔습니다. 국비는 취임 당시 8조 3천억원 수준에 불과했는데, 매년 1조씩 늘려서 12조 3천억원으로 끌어올렸으며, 투자유치 역시 직접 발로 뛰는 세일즈로, 현재까지 43조 7,200억원이라는 도정 역사상 유례없는 성과를 거뒀습니다. 약속드렸던 45조원 목표는 임기 내 달성이 무난할 것으로 보입니다.
‘도민과 한 약속은 반드시 지킨다’는 신념으로 도정을 이끈 결과 전국 시·도 공약평가에서 3년연속 최우수(SA)등급을 받았으며, 공약 이행률도 84%로 타시·도 보다 월등히 높은 전국 1위를 기록했습니다. 또한, 충남대 내포캠퍼스, TBN교통방송국 설립, 가로림만 국가해양생태공원 1호 지정 등 방치된 현안들을 강력한 추진력으로 해결했습니다. 이 외에도 무기발광 디스플레이, 금산 양수발전소 등 굵직한 국책사업이나 기관 유치에서도 타 시·도와의 샅바싸움에서 결코 밀리지 않았습니다.
이 모든 성과는 도민 여러분의 관심과 성원 그리고 공직자 모두가 함께 이뤄낸 충청남도의 결실이라고 생각합니다. 이를 토대로, 농업·농촌의 구조개혁, 베이밸리 메가시티 조성, 국가 탄소중립경제 선도, 권역별 균형발전, 저출산·저출생 대응 등 다섯가지 핵심과제를 통해 충남을 넘어 대한민국의 50년, 100년 미래를 위한 기반을 확실하게 쌓아 나가겠습니다.
‘뜻을 세우면 반드시 이룬다’는 ‘유지경성(有志竟成)’이라는 말처럼, 민선8기 충남은 마지막까지 흔들림 없이 나아갈 것입니다. 다가오는 새해를 맞아 모두 복 많이 받으시고, 뜻하시는바 모두 이루는 한 해가 되길 기원합니다. 감사합니다.

When I took office, the national budget was only 8.3 trillion won, but we have increased it by 1 trillion won each year, reaching 12.3 trillion won. We have also attracted investment through direct marketing, achieving unprecedented results in the history of the province, with 43.72 trillion won to date. The promised 45 trillion won target appears likely to be easily achieved within my term.
As a result of leading the provincial administration with the belief that "promises made to the people must be kept," we have received the highest (SA) rating in the nationwide city and provincial pledge evaluation for three consecutive years. Our pledge fulfillment rate also reached 84%, ranking first nationwide, far exceeding other cities and provinces. Furthermore, we have resolutely addressed neglected issues, including the Chungnam National University Naepo Campus, the establishment of the TBN Traffic Broadcasting Station, and the designation of Garorim Bay as the first National Marine Ecological Park. Furthermore, we have not lost in the fierce competition with other cities and provinces in attracting major national projects and institutions, such as the inorganic luminescent display and the Geumsan pumped-storage power plant.
I believe that all of these achievements are the fruit of the interest and support of the residents of Chungcheongnam-do and the collaborative efforts of all public officials. Building on this foundation, we will solidify the foundation for the next 50 and 100 years of the Republic of Korea, beyond South Chungcheong Province, through five core tasks: structural reform of agriculture and rural areas, development of the Bay Valley Megacity, leading the nation toward a carbon-neutral economy, balanced regional development, and addressing low birth rates.
Just as the saying "Yujigyeongseong (有志竟成)" suggests, "If you set your mind to it, you will achieve it," the 8th elected South Chungcheong Province will move forward unwaveringly until the very end.
