모 출마예정자는 지난해 12월 8일 공식 출마 선언 이후 ▲시군 통합 대도시 추진 ▲AI·Port 해양·기업도시 건설 ▲광역전철·BRT 및 복합환승센터 도입에 이어 네 번째 공약을 공개했다.
그가 제시한 ‘글로벌 복지·포용도시’는 선진국 수준의 복지 정책을 도입하되 포항의 지역 여건에 맞게 재설계한 포항형 복지 모델이다. 이를 위해 세계보건기구(WHO)가 운영하는 ‘고령친화도시 국제네트워크’에 참여하고, 보건복지부가 추진하는 고령친화도시 지정을 추진하겠다고 밝혔다. 개정 노인복지법 시행령이 오는 1월 24일부터 시행되는 만큼, 포항이 선제 대응해야 한다는 점을 강조했다.

일자리 정책과 관련해서는 “최고의 복지는 일자리”라며 노인일자리와 장애인 일자리를 매년 10% 수준으로 확대하겠다고 밝혔다. 베이비부머 세대 증가에 맞춰 맞춤형 노인일자리를 도입하고, 스마트팜 운영이나 폐교 활용 등을 통해 생산적 일자리 모델을 만들겠다는 구상도 내놨다.
복지 인프라 확충 방안도 제시됐다. 구도심에 집중된 종합사회복지관을 분산하기 위해 북구 흥해읍과 남구 오천읍에 추가 건립하고, 북구 양덕동 일대에는 평생학습원을 신설하겠다고 밝혔다. 포화 상태인 북구 두호동 노인복지회관은 증설하고, 남구 노인복지회관은 연구용역 결과에 따라 조기 착공을 추진할 계획이다.
이와 함께 복지관 기능을 돌봄·재활·건강관리뿐 아니라 소득·일자리·여가·사회참여 서비스까지 확대하고, 운영비 지원 방식 개선과 사회복지사 처우 개선도 병행하겠다고 밝혔다. 모 출마예정자는 “포항의 도시 구조와 인구 변화에 맞는 복지 정책으로 글로벌 수준의 포용도시를 만들겠다”고 말했다.
