[브레이크뉴스=강동호 기자] 합천 두무산 양수발전소 건설사업이 합천군의 인구 감소라는 위기를 극복하고 지역에 새로운 미래 성장 동력원으로 활력을 찾았다.
합천군은 인구 4만 붕괴와 고령화에 따른 65세이상 인구비율 46.5%, 지역소멸위기 지역, 경제 저성장 등 직면한 현실이다.
이 같은 현실에 두무산 양수발전소 건설사업이 지난해부터 공공기관 예비타당성조사를 실시한 가운데 한국개발연구원(KDI)의 다각적 검토 결과 올해 1월 정책적, 경제적 면에서 '사업 타당성 있음'으로 평가받았다.
또한 국도24호선 이설도로 건설은 지난해 12월 주민공람공고 및 주민설명회를 통해 의견 수렴 절차를 거쳤으며, 올해 10월까지 실시설계를 완료하고, 보상 협의와 인허가 행정절차 이행을 거쳐 2027년 1월 착공, 2029년 9월 준공을 목표로 하고 있다.
◆ 두무산 양수발전소 유치 2년, 행정절차 차질 없이 추진 중
합천군 묘산면 산제리·반포리 일원에 900MW 규모, 두무산 양수발전소는 제10차 전력수급기본계획에 따라 ′23년 12월 우선 사업자로 선정됐다.
현재 발전사업허가, 환경영향평가, 국도24호선 이설도로 건설, 전원개발사업 실시계획 등 행정절차 이행 중으로 ′27년 5월 착공, ′34년 12월 준공을 목표로 하고 있다.
2조 5,490억원의 예산이 투입되는 대규모 국책사업으로, 두무산 양수발전소의 하루 전력 생산량은 237만kWh로 예상되면 대략 22만 9,100여 가구의 하루치 전력 사용량과 맞먹는 규모이다.

◆ 경제·복지·관광을 아우르는 지역발전 효과
두무산 양수발전소가 건설됨에 따라 약 7,600명 직·간접 고용과 약 2조원의 생산·소득·부가가치 유발효과가 있을 것으로 추정되며, 발전소 운영기간(50년 이상) 매년 12억원의 재산세, 지방소득세 등 장기적인 세수 확보로 지역의 재정자립도 향상에도 크게 기여할 것으로 예상된다.
뿐만 아니라 발전소 주변지역 지원에 관한 법률에 따라 발전소 주변지역 지원사업비로 소득증대, 공공사회복지, 주민복지 지원, 교육·장학금 지원 등 다양한 사업이 추진되어 지역경제의 발전과 함께 주민들의 복지 및 생활환경 등에 혜택을 줄 것이며, 발전소 건설을 위한 대규모 공사는 지역경제에 선순환 구조를 만들어 활력을 불러일으킬 것이다.
150여 명에 달하는 발전사·협력사 직원들은 합천의 새로운 주민으로서 정착하며 기존 주민들과의 교류를 통해 자연스럽게 지역의 일원으로 자리 잡고, 지역인재 채용 등 지자체와 발전소의 모범 상생협력 관계도 기대된다.
