[브레이크뉴스=강동호 기자] 합천군은 2023년 여성가족부로부터 여성친화도시로 지정된 이후, 어느덧 여성친화도시 3년 차에 접어들었다.
오랜 기간 축적해 온 성평등 정책 기반을 바탕으로 여성친화도시로 안정적으로 안착했으며 성평등·돌봄·안전을 중심으로 군민의 삶과 연결되는 여성친화 정책을 지속적으로 추진하고 고도화해 나가겠다는 행정 의지를 분명히 하고 있다.
특히 합천군은 여성친화도시를 단순히 '지정받은 도시'가 아닌, 정책이 일상 속에서 지속적으로 작동하는 도시로 만들어 가겠다는 방향성과 실천 의지를 보여주고 있다.
기초부터 튼튼히 다져온 성평등 정책 기반 합천군이 여성친화도시로 선정된 지는 2년 밖에 안됐지만 여성친화도시를 향한 여정은 2003년으로 거슬러 올라간다.
2003년 10월 합천군 여성발전기금을 조성해 양성평등 실현을 위한 사업을 처음 시작했으며 매년 사업에 대한 성별영향평가 컨설팅을 통해 정책의 문제점을 점검·개선해 왔다.
그 결과 2012년에 여성가족부가 추진하는 성별영향분석평가 우수기관에 선정됐으며 2022년, 2023년에는 경상남도 성별영향평가 우수기관으로 선정되는 등 업무 역량을 꾸준히 인정받아 왔다.
또한 2016년 성평등가족부로부터 가족친화기관 인증을 받은 후 3년마다 실시되는 재인증 평가를 거쳐 현재까지 가족친화기관 인증을 유지하며 직원들의 일과 가정 양립을 위한 조직문화 조성에도 힘쓰고 있다.
2020년부터는 경상남도 여성친화도시 관련 워크숍과 포럼에 꾸준히 참여하며 정책 역량을 강화해 왔고 2022년에는 '합천군 여성친화도시 조성에 관한 조례'를 제정해 제도적 기반을 마련했다.
이어 성인지 통계 구축과 여성친화도시 중장기 기본계획을 수립했으며 전담 인력 배치, 군민참여단 운영, 여성친화도시 조성위원회 구성 등 체계적인 운영 기반을 구축해 여성친화 정책 추진의 토대를 강화했다.
성별영향평가에 대해서는 조례 제·개정, 사업분야 컨설팅 실시 및 지속적인 점검 등을 통해 정책 개선을 유도해 2012년에 여성가족부가 추진하는 '2011년 성별영향분석평가 추진 우수기관'으로 선정됐으며 '2022년, 2023년 경상남도 성별영향평가'우수기관으로 연속 선정되는 등 성별영향평가 정책 개선율을 높여 지속적으로 성평등 정책추진 기반을 구축했다.
여성친화도시 지정 및 성공적인 안착 합천군은 여성친화도시 조성을 위한 첫걸음으로 군민이 직접 정책에 참여할 수 있도록 공개모집을 통해 군민참여단 30명을 구성했다.
참여단은 가족친화 돌봄, 지역 안전 증진, 여성 참여 역량 강화 등 3개 분과로 나뉘어 생활 속 성별 불균형과 불편 사항을 발굴하고 정책 모니터링과 개선 의견 제시, 홍보 활동 등을 수행했다.
특히 참여단이 제안한 황강마실길 군민 안심 운동 구간 조성 사업은 경상남도 주민참여예산사업에 선정돼 실질적인 지역 안전 개선 성과로 이어졌다.
또한 부서 간 협업 강화를 위해 정책개발 워크숍을 개최하고 여성일자리협의체와 여성안전실무협의체를 운영하며 일자리와 안전 분야의 연계 기반을 강화했다.
이와 함께 민·관·경 협업을 통해 마을 단위 안전 공동체 사업인 '합천매화단디학교'를 운영하며 주민 안전과 역량 강화를 위한 다양한 프로그램을 추진했다.
아울러 육아지원센터를 중심으로 아빠 육아 참여 프로그램 운영과 아이돌봄 지원 강화를 통해 여성의 돌봄 부담을 완화하고 가족친화 환경 조성에 힘써 왔으며 여성 활동 거점 공간 '잇-다'를 조성해 여성 간 네트워크 형성과 지역사회 참여 역량을 높였다.
이러한 노력은 2023년 11월 여성친화도시 신규 협약으로 이어졌고 2025년에는 여성친화도시 지정 2년 만에 국무총리 표창을 수상하는 성과로 결실을 맺었다.
지속가능한 여성친화도시로 도약 합천군은 앞으로도 성평등한 사회 조성, 돌봄 서비스 확대, 청소년과 여성 안전 강화를 중심으로 여성친화도시 관련 사업을 지속적으로 추진해 나갈 계획이다.
여성친화도시 지정 자격은 2028년까지 유지된다.
