“재정·권한 부실한 법안… 광주·전남과 비교해 지역 차별”

국민의힘 대전시당이 현재 더불어민주당 주도로 추진되고 있는 ‘충남·대전 행정통합’을 ‘졸속·차별 통합’으로 규정하고, 무기한 장외 투쟁을 포함한 강경 대응을 선포했다.
이은권 국민의힘 대전시당 위원장을 비롯한 각 당협위원장과 주요 당직자들은 5일 오후 대전시의회 기자실에서 기자회견을 열고, 민주당이 발의한 통합 특별법의 문제점을 조목조목 비판하며 법안 강행 중단을 강력히 촉구했다.
이날 회견에는 이상래(동구), 이은권(중구), 조수연(서구갑), 양홍규(서구을), 이택구(유성갑),김근종(유성을 직무대행)위원장 등이 참석해 힘을 보탰다.
이은권 위원장은 회견문에서 민주당이 당론으로 발의한 통합 특별법을 “방향은 불분명하고 내용은 부실하며 절차는 생략된 법안”이라고 직격했다.
특히 국민의힘은 민주당 안이 통합 특별시의 자립을 위한 핵심 요소인 재정 대책과 실질적 권한 이양에서 매우 취약하다고 지적했다.
국민의힘은 “민주당 법안은 중앙정부 지원을 ‘할 수 있다’는 식의 재량 규정에 그치고 있다”며, “양도소득세 100%, 법인세 50% 등 조세 구조를 법률에 명시해 안정적인 재정 기반을 제도화하자는 국민의힘 안과 대조적”이라고 설명했다.
또한 국가 사무 이관 역시 강제성이 없는 규정에 머물러 있어, 자칫 중앙정부에 종속된 또 하나의 광역자치단체를 만드는 데 그칠 수 있다고 우려했다.
이어 타 지역과의 형평성 문제도 제기됐다. 이 위원장은 “광주·전남 통합 법안에는 의무 조항으로 가득한 국가 지원책이 왜 대전·충남 법안에는 ‘가능하다’는 모호한 말로 채워져 있느냐”며, “지역 차별을 제도화하는 형평성 없는 통합은 결코 받아들일 수 없다”고 목소리를 높였다.
가장 큰 쟁점으로 꼽힌 것은 ‘주민 동의 절차’의 부재였다. 국민의힘은 통합이 지역 주민의 삶과 정체성을 바꾸는 중대한 결정임에도 불구하고, 충분한 설명회나 공론화 과정 없이 선거 일정에 쫓겨 강행되고 있다고 비판했다.

이 위원장은 “통합은 행정의 결합이 아니라 시민의 삶을 바꾸는 일인데, 지금 민주당은 찬성을 강요하고 절차적 문제를 제기하는 목소리를 정치적 의도로 몰아붙이고 있다”며, “속도가 정당성을 대신할 수는 없다”고 못 박았다.
국민의힘 대전시당은 주민 의견을 무시한 졸속 통합 시도에 맞서 시민들의 목소리를 직접 대변하겠다는 의지를 밝혔다.
마지막으로 이은권 위원장은 민주당을 향해 “2월 국회 처리라는 국회의 시간에 집착하지 말고, 시민의 이해와 선택권이 보장되는 ‘시민의 시간’ 위에 정책을 세워야 한다”며, 여야가 머리를 맞대고 책임 있는 설계부터 다시 시작할 것을 요구했다.
한편 이날 기자회견에 이어 대전지역 시구의원들과 주요 당직자들은 대전시의회 1층 로비에서 더불어민주당 박정현 대전시당 위원장 사퇴를 촉구하는 등 대전충남통합특별법 '대전 패싱', '충청 홀대'을 성토 했다.
