경북도의회 최병근 의원, ‘지방의원 매니페스토 약속대상’ 최우수상

매니페스토 약속대상은 매년 전국 지방의원을 대상으로 공모와 엄정한 심사를 거쳐 수상자를 선정하는 제도로, 정책 중심의 의정활동과 책임정치 문화 확산을 목적으로 하는 대표적인 지방의회 평가다.

최 의원은 '경상북도 유실·유기동물 입양 활성화 및 지원에 관한 조례'를 제정해 유실·유기동물 문제를 구조적이고 제도적으로 해결하려 한 점에서 높은 평가를 받았다. 해당 조례는 유실·유기동물을 단순 보호 대상에 그치지 않고, 구조·진료·보호·입양·사후관리로 이어지는 전주기 정책 체계를 도 차원에서 제도화한 전국 광역시도 최초 사례다.

특히 도내 시·군 간 입양률과 자연사·안락사율 격차, 입양 초기 비용 부담, 보호시설 환경 차이 등 현장에서 반복돼 온 구조적 문제를 입법으로 해소했다는 점에서 정책 완성도가 높다는 평가를 받았다.

아울러 2026년도 예산에 입양비 지원, 보호시설 개보수, 구조·보호비 지원, 반려동물 문화 확산 등 6개 사업에 총 18억8천여만 원이 반영되며, 선언적 조례에 그치지 않고 입법–정책–예산–집행으로 이어지는 정책 선순환 구조를 완성한 사례로 주목받고 있다.

최병근 의원은 “이번 수상은 현장의 문제를 입법으로 풀고, 실제 제도와 예산으로 작동하도록 만든 전 과정을 평가받은 결과라고 생각한다”며 “버려지는 생명은 줄이고 입양되는 생명은 늘어나는 선순환 구조가 정착되기를 기대한다”고 말했다.

이어 “앞으로도 생명 존중의 가치와 도민의 삶을 현장에서 체감할 수 있는 정책으로 연결하는 책임 있는 의정활동을 이어가겠다”고 밝혔다.
