충남 천안시가 막대한 예산이 소요되는 공영주차장 건립 대신, 기존 주차 공간을 나누어 쓰는 ‘상생형 주차 모델’ 확산에 나선다.
이를 위해 천안시는 도심 주차난을 해소하고 공유 문화를 정착시키기 위해 ‘2026년 주차장 공유사업’ 참여자를 연중 모집한다고 6일 밝혔다.
이번 사업은 도심 내 유휴 공간이나 특정 시간에 비어 있는 부설주차장을 이웃과 공유함으로써 주차난을 완화하는 방식이다.
지원 대상은 10면 이상의 주차 공간을 2년 이상(주 35시간 이상) 무료로 개방할 수 있는 학교, 종교시설, 아파트, 공공기관 등이 대상이다. 개방 규모에 따라 연간 최소 500만 원에서 최대 2,500만 원까지 보조금을 지원한다. 지원금은 주차장 시설 개선이나 운영 보전금으로 사용할 수 있다.
단독주택 소유자가 담장이나 대문을 철거해 주차 공간을 확보할 경우 설치비의 70% 내에서 공사비를 지원한다. 담장 철거 시 최대 150만 원, 대문 철거 시 최대 170만 원까지 혜택을 받을 수 있다.
이어 즉시 개발 계획이 없는 사유지를 임시주차장으로 무상 제공할 경우 해당 토지에 대한 재산세 전액 면제 혜택을 부여한다.
천안시는 공영주차장 한 면을 조성하는 데 드는 막대한 건립 비용을 고려할 때, 주차장 공유사업이 예산 절감과 주차 공간 확보라는 두 마리 토끼를 잡을 수 있는 최적의 대안으로 보고 있다.
