의왕시의회 한채훈 의원(무소속, 의왕가)이 지방선거를 100일 앞둔 시점에서 의왕시의 향후 10년을 좌우할 정책 전환을 촉구하고 나섰다.
한채훈 의원은 지난 2월 22일 발표한 기고문에서 “지금 의왕은 화려한 조감도와 각종 수치 이면에 가려진 시민의 삶을 직시해야 할 때”라며 “익숙한 과거의 방식과 결별하고 미래를 설계할 수 있는 리더십 전환이 필요하다”고 밝혔다.
한 의원은 우선 도시 성장 전략의 근본적 재설계를 주문했다. 아파트 건설과 도로 확충 등 이른바 토건 중심 행정에서 벗어나, 지속 가능한 산업 기반을 갖춘 자족도시로 전환해야 한다는 주장이다. 그는 “분산에너지 특구 지정과 블록체인 데이터센터 등 첨단 IT 산업을 유치해 도시 경쟁력을 높여야 한다”며 산업 구조 다변화를 강조했다.
특히 에너지 자립 기반을 마련해 기업 비용을 낮추고, 그 성과를 청년 주거·복지 정책으로 환원하는 선순환 구조를 구축해야 한다는 구상도 제시했다. 이는 단순한 개발 확대가 아닌, 일자리와 삶의 질을 동시에 끌어올리는 ‘젊은 경제 도시’로의 체질 개선 전략이라는 설명이다.
행정 시스템 혁신 역시 주요 과제로 언급했다. 한 의원은 왕송호수 소각장 건립 논란 등 지역 갈등 사례를 거론하며 소통 부재를 원인으로 진단했다. 그는 “행정의 권위는 목소리를 높이는 데서가 아니라 시민의 목소리를 경청하는 데서 완성된다”며 “작은 조례 하나에도 시민 삶의 변화를 담아내는 현장 중심 리더십이 필요하다”고 밝혔다.
인구 구조 변화에 대응한 체감형 정책 마련도 요구했다. 내손·청계·오전·고천·부곡동 등 대규모 입주 지역을 중심으로 보육·교육 수요가 급증하고 있는 만큼, 단순 시설 확충을 넘어 질적 콘텐츠 강화가 병행돼야 한다는 지적이다.
구체적으로는 ▲AI 시대에 부합하는 진로교육 콘텐츠 도입 ▲전세사기 우려를 줄이는 주거 안전망 구축 ▲촘촘한 응급의료 시스템 마련 등을 제안했다.
