경기도의회 건설교통위원회 소속 서성란 의원(국민의힘, 의왕2)과 교육행정위원회 소속 김영기 의원(국민의힘, 의왕1)이의왕시 도시재생사업의 재정 축소 문제를 점검하고 대응 방안을 논의했다.
두 의원은 지난 2월 13일 경기도의회 건설교통위원회 회의실에서 경기도 및 의왕시 관계 부서와 정담회를 열고 도시재생사업 추진 현황과 도비 축소에 따른 영향, 향후 재정 확보 방안 등을 집중적으로 논의했다.
현재 의왕시는 3개 도시재생활성화지역을 중심으로 ‘내손애(愛)가득’ 등 생활밀착형 사업을 추진하고 있다. 그러나 최근 도비 축소로 국비·시비 매칭 구조에도 영향을 미치면서 사업 규모 조정과 일정 지연 가능성 등 재정적 불확실성이 커지고 있다는 설명이다.
의왕시 도시정비과는 “감소한 도비를 시비로 전액 충당하기는 현실적으로 어렵다”며 “당초 계획대로 사업을 추진하기 위해서는 예정된 도비가 조속히 확보돼야 국비와 시비도 안정적으로 집행할 수 있다”고 밝혔다.
경기도 도시재생과는 “전체 도시재생 예산이 축소되면서 시·군별 지원 규모가 조정된 측면이 있다”며 “사업이 정상적으로 추진될 수 있도록 재정 여건과 정책 방향을 종합적으로 검토하겠다”고 밝혔다.
서성란 의원은 “의왕 원도심 회복을 위한 도시재생 전략과 활성화계획을 정책 환경 변화에 맞춰 재정비할 필요가 있다”며 “특히 내손동 사업이 도비 축소로 국비·시비까지 영향을 받는 현 상황은 지역 쇠퇴 대응이라는 정책 취지와도 맞지 않는다”고 지적했다. 이어 “도시재생은 단순 환경 개선이 아닌 지역의 지속가능성을 회복하는 핵심 정책인 만큼 경기도의 책임 있는 역할이 중요하다”고 강조했다.
김영기 의원은 “매칭 예산 구조 속에서 도비 축소는 기초지자체에 상당한 부담으로 작용한다”며 “경기도와 긴밀히 협력해 도비 지원 확대 방안을 적극 모색하겠다”고 밝혔다. 또한 “의왕의 미래 성장 기반이 될 고천·오전 공업지역 도시재생활성화사업이 차질 없이 추진되도록 행정적 지원을 강화해야 한다”고 덧붙였다.
두 의원은 각 상임위원회 차원의 정책 역량을 연계해 의왕시 도시재생사업이 실질적 성과로 이어질 수 있도록 제도적·재정적 보완 방안을 지속적으로 검토하겠다고 밝혔다.
