먼저 울릉군지역사회보장협의체는 3월 3일 울릉읍사무소 회의실에서 읍·면 협의체 실무담당자, 주민복지과 담당 공무원, 통합사례관리사, 의료급여관리사 등 복지 현장 관계자들이 참석한 가운데 ‘함께모아 행복금고 연합모금 및 매칭금지원사업 활성화 교육’을 실시했다.
이번 교육은 경북사회복지공동모금회와 연계한 연합모금 구조와 매칭금 지원사업에 대한 이해를 높이고, 행복금고의 제도적 기반과 실무 운영체계를 공유하기 위해 마련됐다. 특히 읍·면 담당 공무원과 통합사례관리사가 함께 참여해 위기가구 발굴, 긴급지원 연계, 공적급여와 민간모금의 보완적 기능, 사례관리 이후 사후관리 체계까지 종합적으로 논의하며 실질적인 협업 방안을 모색했다.
‘함께모아 행복금고’는 주민과 기관·단체·기업이 자발적으로 참여해 조성한 성금을 지역 내 복지사각지대와 긴급 위기가구 지원에 활용하는 지역 단위 모금 시스템이다. 모금–배분–성과 환류의 선순환 구조를 통해 지역이 스스로 복지 문제를 해결하는 자립형 복지 모델로 주목받고 있다.
군은 향후 소액 정기모금 캠페인 추진, 연합모금 사업 확대, 모금·배분 투명성 강화 및 성과 공개, 복지사각지대 상시 발굴체계 구축 등을 통해 지역 맞춤형 복지 선순환 구조를 더욱 공고히 할 계획이다.
지역경제 활성화를 위한 정책도 병행된다. 울릉군은 행정안전부의 2026년 지역사랑상품권 발행지원사업 확대에 따라 3월부터 울릉사랑상품권 구매 할인율을 기존 10%에서 12%로 상향해 판매한다. 인구감소지역인 울릉군은 추가 2%의 국비를 지원받게 됐다.
울릉사랑상품권은 개인당 월 70만 원 한도로 할인 구매할 수 있으며, 지류 상품권은 우체국을 제외한 관내 금융기관에서, 모바일 상품권은 ‘지역상품권 chak’ 애플리케이션을 통해 충전 구매가 가능하다. 군은 할인율 상향을 계기로 지역 자금의 역외 유출을 줄이고, 군민과 소상공인이 체감할 수 있는 소비 선순환 구조를 강화한다는 방침이다.

이와 함께 울릉군은 지난 3일 농업기술센터에서 산림일자리 발대식을 열고 본격적인 운영에 돌입했다. 이번 발대식에는 산불감시원, 산림재해대응단, 재선충병 예찰원, 감염목 이동단속초소 근무자, 숲가꾸기 패트롤, 해담길 관리원, 가로수 관리반 등 60여 명이 참석했다.
참석자들은 안전사고 예방을 위한 기본 수칙과 산업안전 교육을 받고, 현장에서 발생할 수 있는 사고 상황을 가정한 응급처치 요령을 익혔다. 군은 체계적인 산림 관리와 함께 안전한 근로 환경 조성을 통해 지역 일자리 창출 효과도 높인다는 계획이다.
남한권 울릉군수는 “천혜의 자연환경과 풍부한 산림자원은 울릉의 자산이자 자부심”이라며 “현장에서 근무하는 모든 인력이 안전을 최우선으로 삼고 산림을 건강하게 가꿔 달라”고 당부했다.
