영양군은 지난 3월 11일 기준 군 인구가 1만6,003명으로 집계됐다고 밝혔다. 이는 2022년 12월 인구 1만6천 명 선이 무너진 이후 약 3년 3개월 만에 다시 회복한 수치다.
군은 올해부터 시행한 농촌 기본소득 정책이 인구 증가에 영향을 미친 것으로 분석하고 있다. 영양군은 올해부터 주민 1인당 매달 20만 원의 농촌 기본소득을 지급하고 있다.
영양군 인구는 지난해 8월 1만5,100여 명 수준까지 감소했으나, 농촌 기본소득 시범사업 공모에 선정된 2025년 10월 20일 이후 전입 인구가 꾸준히 증가했다. 이후 올해 1월 기준 1만5,997명으로 늘어난 데 이어 최근 1만6천 명 선을 회복했다.
특히 기본소득 지급 정책 발표 이후 청년층과 귀농·귀촌 인구를 중심으로 전입이 증가하는 흐름이 나타나고 있는 것으로 군은 보고 있다.
지난 2월 26일에는 농촌 기본소득이 처음 지급됐다. 월 1인당 20만 원이 지역사랑상품권 카드 형태로 지급됐으며, 총 1만3,661명에게 약 27억 원이 전달됐다.
지급된 기본소득은 음식점과 소매점 등 지역 소상공인 업종을 중심으로 빠르게 소비되며 지역 경제 활성화에도 긍정적인 효과를 보이고 있다. 군은 골목상권 회복과 지역 내 소비 순환에도 도움이 되고 있는 것으로 평가하고 있다.
영양군 관계자는 “농촌 기본소득이 지역 정착을 유도하고 지역 내 소비를 확대하는 마중물 역할을 하고 있다”며 “앞으로도 기본소득 정책과 지역 활성화 정책을 연계해 지속 가능한 지역 발전 기반을 만들어 가겠다”고 말했다.
한편 영양군 농촌 기본소득은 군에 주소를 두고 실제 거주하는 주민을 대상으로 시범사업 기간 동안 매월 말 지급된다. 신규 전입자의 경우 첫 3개월간 실거주 확인 절차를 거친 뒤 소급 지급된다.

While Yeongyang County's population had decreased to around 15,100 in August of last year, the number of incoming residents has steadily increased since October 20, 2025, when the county was selected for the rural basic income pilot project. Since then, the number increased to 15,997 as of January this year and has recently recovered to the 16,000 mark.
In particular, the county observes that following the announcement of the basic income payment policy, there has been a trend of increasing inflows, centered on young people and those returning to farming or rural life.
The rural basic income was distributed for the first time on February 26. A monthly payment of 200,000 won per person was provided in the form of local gift certificate cards, with a total of approximately 2.7 billion won delivered to 13,661 recipients.
The distributed basic income is being rapidly spent, primarily in local small business sectors such as restaurants and retail stores, showing a positive effect on revitalizing the local economy. The county assesses that it is contributing to the recovery of alleyway commercial districts and the circulation of consumption within the region.
An official from Yeongyang County stated, "The rural basic income is acting as a catalyst to encourage settlement in the region and expand local consumption," adding, "We will continue to link the basic income policy with regional revitalization policies to build a foundation for sustainable regional development." Meanwhile, the Yeongyang County Rural Basic Income is paid at the end of every month during the pilot project period to residents who have their address in the county and actually reside there. In the case of new residents, it is paid retroactively after undergoing a verification process of actual residence for the first three months.
