우리 정치에서 청년은 늘 ‘등장’하지만 좀처럼 ‘존재’하지는 않는다. 선거철이 되면 정당들은 앞 다투어 ‘청년 인재 영입’을 외치지만, 선거가 끝나는 순간 그 이름은 조용히 사라진다. 청년은 정치의 동반자가 아니라, 선거를 위한 장식품으로 소비되고 있기때문이다. 현실은 냉정하다.
인구 비율을 고려할 때 청년 정치인의 수는 턱없이 부족하다. 이는 단순한 세대 불균형을 넘어, 민주주의의 대표성 자체가 왜곡되고 있음을 의미한다. 일부 유럽이나 아프리카 국가들보다도 뒤처진다는 평가가 나오는 이유다. 그럼에도 정치권은 여전히 ‘기회는 열려 있다’는 말로 책임을 회피한다.
물론 제도적 노력도 없지는 않다. 청년 비례대표 확대, 청년위원회 활성화 등 여러 장치들이 만들어졌다. 그러나 문제의 본질은 제도의 유무가 아니라, 권력 구조 안에서 청년이 실제로 결정권을 갖고 있는가에 있다. 지금의 청년 정치는 ‘참여’가 아니라 ‘배치’에 가깝다.
자리는 주어지지만, 권한은 주어지지 않는다. 하지만 책임을 전적으로 정치권에만 돌릴 수는 없다. 청년 역시 정치에서 일정 부분 스스로를 지워왔다. 낮은 투표율, 정치에 대한 냉소, 일상 속에서 의견 표명을 꺼리는 태도는 결국 스스로 영향력을 축소시키는 결과로 이어진다.
정치가 외면한 것이 아니라, 외면당할 조건을 방치한 측면도 분명 존재한다. 정치는 선택받는 것이 아니라, 쟁취하는 것이다. 목소리를 내지 않는 집단은 언제나 후순위로 밀려난다. 청년이 침묵하는 한, 정치권이 먼저 변할 이유는 없다.
이제 질문을 바꿔야 한다. ‘왜 정치에 청년이 없는가’가 아니라 ‘왜 청년은 정치에 들어오지 않는가’이다. 그리고 그 답은 결국 행동에 있다. 투표하고, 발언하고, 참여하고, 필요하다면 직접 나서는 것. 그것이 정치적 존재가 되는 유일한 방법이다.
청년은 더 이상 보호의 대상이 아니다. 변화의 주체다. 권리는 주어지는 것이 아니라 요구하는 것이며, 구조는 순응이 아니라 충돌을 통해 바뀐다. 청년이 움직이지 않는 정치에는 미래가 없다. 그리고 청년이 움직이는 순간, 정치도 더 이상 과거에 머물 수 없다. pss2242@naver.com

This is why there are assessments that we lag behind even some European or African nations. Nevertheless, the political establishment still evades responsibility by claiming that ‘opportunities are open.’ Of course, there are institutional efforts. Various mechanisms have been established, such as expanding youth proportional representation and revitalizing youth committees. However, the essence of the problem lies not in the presence or absence of institutions, but in whether youths actually hold decision-making power within the power structure. Current youth politics is closer to ‘placement’ than ‘participation.’ Positions are given, but authority is not. However, the responsibility cannot be placed entirely on the political sphere alone. Youth, too, have, to some extent, erased themselves from politics. Low voter turnout, cynicism toward politics, and a reluctance to express opinions in daily life ultimately lead to a reduction in their own influence. It is not that politics has turned its back on them, but that there is clearly an aspect of neglecting the conditions that lead to such neglect. Politics is not something to be chosen for, but something to be won. Groups that do not speak up are always relegated to the back burner.
