경북도는 3월 31일 도청 회의실에서 국무총리 소속 ‘초대형 산불 피해 지원 및 재건위원회’ 민간위원을 초청해 간담회를 개최했다고 밝혔다.
이번 간담회는 지난 3월 20일 공식 출범한 위원회(총 15명·당연직 7명·민간위원 8명) 가운데 경북도와 피해자단체가 추천한 민간위원 5명과 도 행정부지사 및 실국장들이 참석해 현장의 요구사항을 위원회 심의 과정에 반영하기 위해 마련됐다.
위원회는 대규모 복구예산이 투입됐음에도 여전히 사각지대에 놓인 산불 피해에 대한 추가 지원 방안을 마련하기 위해 구성됐다. 특히 일부 정부부처의 반대에도 불구하고 경북도의 강력한 건의로 특별법에 반영된 핵심 기구로 평가된다.
위원 구성에서도 지역의 목소리가 크게 반영됐다. 당초 특별법상 민간위원은 전문가 6명과 지자체·피해자단체 추천 각 1명으로 규정돼 있었으나, 경북도와 피해자단체의 지속적인 협의 결과 전체 민간위원 8명 중 과반이 넘는 5명이 지역 추천 인사로 위촉됐다.
이날 간담회에는 홍지백 위원장을 비롯한 민간위원 4명과 경북도 ‘산불 피해지원 및 재건대책반’ 소속 실국장들이 참석했다. 경북도는 피해 현황을 보고하고 향후 위원회 심의에서 중점적으로 다뤄야 할 과제를 제시했다.
주요 건의사항으로는 ▲생계비 추가 지원 ▲지원단가 현실화 ▲비공식·무형 피해 등 2차 피해 지원 ▲화상 치료비 지원 ▲산불 후유증 사망 인정 ▲주거지원비 및 세입자 지원 개선 ▲농·임·축산업과 소상공인·중소기업 생산기반 복구 확대 등이 포함됐다.
현재 특별법에 따른 산불 피해 추가지원 신청은 각 시·군 행정복지센터를 통해 진행되고 있으며, 신청기간은 2026년 1월 28일까지다. 경북도는 4월 30일까지를 집중신청기간으로 운영하고, 이후 위원회 차원의 사실조사와 지원 기준 심의를 본격화할 계획이다.
또한 고령 신청자가 많은 지역 여건을 고려해 퇴직공무원, 행정사, 지역 청년 등을 활용한 현장 전담인력 배치와 관련 인건비 국비 지원을 정부와 국회에 건의할 방침이다.
지역 재건사업에 대한 논의도 이어졌다. 경북도는 24개 마을에서 추진 중인 공동체 회복사업의 신속한 추진을 위한 국비 지원과 함께 산림경영특구 및 산림투자선도지구 조성사업에 대한 위원회의 관심과 지원을 요청했다.
경북도와 민간위원들은 향후에도 긴밀한 소통을 이어가며 피해 주민 지원 확대와 지역 재건사업의 조속한 추진에 협력하기로 했다.
황명석 경북도 행정부지사는 “위원회 구성 단계부터 지역의 목소리를 반영하기 위해 노력한 만큼, 심의 과정에서도 피해자 입장을 적극 대변해 추가 지원 확대에 큰 역할을 해달라”고 당부했다.
홍지백 위원장은 “현장의 안타까운 사례를 접하며 책임감을 느낀다”며 “피해 주민들이 체감할 수 있는 실질적인 지원과 지역 재건이 이뤄지도록 최선을 다하겠다”고 밝혔다.

North Gyeongsang Province Seeks Solutions for Additional Wildfire Damage Support and Regional Reconstruction
North Gyeongsang Province held a meeting with civilian members of a government committee to discuss additional support for damages from massive wildfires and measures for regional reconstruction.
North Gyeongsang Province announced that it held a meeting on March 31 at the provincial government conference room, inviting civilian members of the "Committee for Support and Reconstruction of Damages from Massive Wildfires," which is under the Prime Minister's Office.
This meeting was organized to reflect on-site demands in the committee's deliberation process. It was attended by the Vice Governor for Administration and bureau directors, along with five civilian members recommended by North Gyeongsang Province and victim groups—part of the committee (totaling 15 members: 7 ex-officio and 8 civilian) that officially launched on March 20.
The committee was established to devise additional support measures for wildfire damages that remain in blind spots despite the injection of large-scale recovery budgets. In particular, it is considered a key body that was included in the Special Act thanks to the strong recommendations of North Gyeongsang Province, despite opposition from some government ministries. Local voices were also significantly reflected in the composition of the committee. Although the Special Act originally stipulated that private members consist of six experts and one each recommended by local governments and victim groups, as a result of continuous consultations between North Gyeongsang Province and victim groups, five out of the eight total private members—more than half—were appointed from local recommendations.
The meeting was attended by four private members, including Chairperson Hong Ji-baek, as well as bureau directors from North Gyeongsang Province’s ‘Forest Fire Damage Support and Reconstruction Task Force.’ North Gyeongsang Province reported on the current status of damage and presented key tasks to be prioritized during future committee deliberations.
Key recommendations included additional support for living expenses, realistic adjustment of support unit prices, support for secondary damages such as informal and intangible losses, support for burn treatment costs, recognition of deaths resulting from forest fire aftereffects, improvements to housing support and tenant assistance, and expansion of production base restoration for agriculture, forestry, and livestock industries, as well as for small business owners and SMEs. Currently, applications for additional wildfire damage support under the Special Act are being processed through administrative welfare centers in each city and county, with the application period running until January 28, 2026. Gyeongbuk Province plans to operate an intensive application period until April 30, after which it will begin full-scale fact-finding investigations and deliberations on support criteria at the committee level.
Furthermore, considering the regional conditions where there are many elderly applicants, the province intends to propose to the government and the National Assembly the deployment of dedicated field personnel—utilizing retired public officials, administrative agents, and local youth—and the support of state funding for related personnel costs.
Discussions regarding regional reconstruction projects also continued. Gyeongbuk Province requested state funding for the rapid implementation of community recovery projects currently underway in 24 villages, as well as the committee's interest and support for the creation of Special Forest Management Zones and Forest Investment Leading Districts.
Gyeongbuk Province and the private sector committee members agreed to maintain close communication in the future to cooperate on expanding support for affected residents and expediting regional reconstruction projects. Hwang Myung-seok, Vice Governor of North Gyeongsang Province, urged the committee members, saying, “Just as we have strived to reflect the voices of the region from the initial stages of the committee’s formation, please play a significant role in expanding additional support by actively representing the victims’ positions during the deliberation process.”
Chairman Hong Ji-baek stated, “I feel a sense of responsibility upon encountering unfortunate cases on the ground,” adding, “I will do my utmost to ensure that practical support and regional reconstruction are achieved that the affected residents can truly feel.”
